Indications increase as the time for the meeting of the extra ses sion draws nearer that there will be just-as bitter a fight among the democrats over the tariff as there Will be over silver, and whether correctly or not Mr. Cleveland Is how classed among .those demo crats who will favor a revision of the tariff oil proU-tinn lini1 The ft! tempt on lite part of llie admin istration lo cvnter public attention on the silver quest iMi Was lite de liberate and intentional result of the conviction that it would le suicidal both for the democratic party and for the crumlry for the democratic congress I o keep the pledges made by tiie Chicago plat form, iii the const rttet ion of a tariff bill, and that it Was necessary to withdraw public attent ion from the tariff in order, to prevent the change of attitude being so notice able. The free trade wing of the democratic party in congress most ly from the south and west, are just beginning to catch the drift of iliis inoveiiic-nt and they say they will demand that congress carry out the. patty platform and wipe out so much of the tariff as repre sents protection to home industries, and open our markets to the man ufactures of the world. It seems more probable now than at any other time since the election that the republicans in congress may be' acting with that wing of the democratic party which will vote for moderate pro tection be able to prevent the utter destruction of many Ameri can industries that cannot, possibly exist without some protection. But even with the hardest work on the part of the republicans it is proba ble that tli J reductions made in the present duties will be large enough to cause a general reduc tion in wages throughout the Uni ted Stajes in order to allow our goods to compete with the pro ducts of European labor, but a re duction of wages, bad as it is, is prefeiable to the entire loss of em ployment that would necessarily Joliow a triumph of the free- trade wing of the democratic parly. The alleged news of the prepar ation bv England to resist bv force the decision of the IJehriug sea arbitration should it b-3 in favor of the United Slates, as it must be if 1 he arbitrators decide without prejudice, found a few people here who took it seriously, but most people regard it as merely one of 1 he stories of the silly ?eason. through which the world usually passes at this season of the year. Su;h action on the part of England would mean war, and. England does not want war with us; it would precipitate the inevitable loss of her possessions on this con tineut. . -- - , Secretary Morton is one of the most persistent seekers after free advertising in the present cabinet. Scarcely a day passes that he does not announce some alleged reform iu some branch of the agricultura department, but as far as can 1 seen the only reform is in the an nouncement. In order to give the democratic cliiffs of divisions in the interior department full swing to promote democrats without regard to their merits the board of promotion created by Secretary Noble for the purpose of deciding what employ es ere intitled to promotion has been abolished and all promotions are to be made on the recommend ations of th? chiefs, asystem which has in the . past made the chieis petty 'tyrants and in more than one instance blackmailers of the clerks under them. . Secretary Morton has some de cided yiews about the agricultural situation, ancj they do notnferee in any respect with those which the populists are continually proclaim ing for political purposes. It is true, he says that the general prof its of agriculture in this country have materially declined .during the last Hen years, not by reason, however j of unfriendly legislation, but mainlv becase of friendly leg islation, si range as it seems." The' opening of new tracts of territory to settlement and cultivation have! so "increased the supply of farm products, he explains, that it has fun far ahead of the demands, and the natural result has been a low ering of prices. -When the fact is considered that the plowed area has trebled since the homestead law w-as passed, and that in the same time farming 'implements have been so improved that one man can now do as much work as was formerly done by six men, it is easy to understand why agricul tural values have decreased. The statistical records show that the market has not increased in a cor responding degree with the pro duction, and the surplus has ac cordingly reduced the profits. In short, the present condition dem onstrates in a very plain and con clusive way the . truth of the economic maxim that the relation of supply to demand is the sole regulator of value; and this in cludes that other important fact that (he law which thus adjusts prices cannot be reversed or evaded by artificial appliances of any sort. "Tlie situation is unsatisfactory in this respect, but it is by no means so bad, Mr. Morton insists, as the calamitarians represent, lie re minds these professional croakers that only about three per cent, of all the merchants escape failure, whereas hardly three "per cent, of the farmers fail. The statistics really show that agriculture issaler than bunking, manufacturing or railroading, taking all things into account. There is no farmer of good sense and good health any where in the West, Mr. Morton de clares, who cannot make a good living for himself and family, and that is as well as the majority of men aw doing iii any other pur suit. The man who owns a farm and slicks Jo it is certain to profit by it in the future. There is prac tically no more land to be added to ihe area of cultivation. The supply of agricultural products has almost reached its limit in the United States, and must now re main stationary, while the demand wili go on increasing every year, This implies a gradual improve ment in prices and a steady appre ciation of the value of farming lands. The outlook is not really so dis couraging, it will be seen, as the pessimists try to make it appear. There is a better time coming un questionably.
