Mr. Cleveland's rules for the government ol presidential ap pointments, announced lrom tinie to time since his last inauguration, are entirely praise worthy ; but, unfortunately lor him aud his fame, there is one little draw back to his occupying the' proud place in the country's esteem "to -'which such aa . excellent set of rules would seem to entitle him; ha doesn't live up to lhemr except in cases where the applicant hasn't -pull" enough to impress Lim. The rule against ihe appointment of ex office holders has been the oftenest reiterated, but it is new claimed that it was only devised lor the purpose of letting down easy a lot of men who held ; ollice between 'So aud '89, but who have since lost their grip and become iuelligible in the eyes ol Mr. Cleve land, as a number of. uex's" have already been appointed to some of the most desirable positions. When Mr. Cleveland was asked by a congressman to appoint one of the president's forty leventh cousins to an insignificant ollice he became indignant and read the congressman a scorching lecture ou the evils of nepotism, receiving therefor the plaudits of the coun try, but it did not take long to find out that the rule against nexotism was like all the rest made to be broken. The knowledge was ob tained by an enterprising citizen who filed an application for the U. fcj. conselship at Sheffield, Eng land one of the best in the ser vice now held by Mr. Benjamin I Folsom, Mrs. Cleveland's first cousin. He was informed that Ihe anti-nepotism rule did not ap ply to "cousin Ben," who was al ready in office, so that public office is still a family snap, not with standing that "public trust" busi ness. A portion of the reciprocity work of the last administration is soon to be undone. The repub lican senators in caucus positively refuse to sanction the demo-' cratic programme for the elec tion of new officers of the senate at an r extra session, even when coupled with Senator Gorman's proffered compromise, providing for the election of officers now J and their being sworn in July lst,i next. It was a matter of( principle with the republican senators; they believed that the unbroken custom of always waiting until the open; ing of the regular session should be followed by the present senate, and they notified the democrats that they intended filibustering to prevent the election of these officeiSjif they perished in the at tempt. The democratic caucus has not officially decided to . aban don the attempt to elect officers, but enough democratic senators have expressed themselves individ ually to make "it almost certain that the election will be ...quietly allowed to go over to the regular session. .:) , ' :' -.-, . Every new order issued by the administration isn't a reform by a jug full. For instance, the order shutting out visitors to Mr. Cleve land on Mondays, and closing , the offices . of the-, heads ot the depart ments- loisitbrs ou cabinet days : Tuesday and Fridays. .This is something entirely new. and sen ators and representatives are doing some rather hard kicking aboat- it as it only leaves them three idays in the week to see the president and heads of the departments. This idea does not seem to gee with4 the claim so olten mada that this auminislration was to be nearer to ithe people than anyofits pre decessors. Also the tracks show that only one man was instrumental in obtaining the tools. The rock being used to hold np the sash proves conclusively that it was the work of one man.- If there bad been more than one miin the tracks would have shown them, be iles one person would have held up the window while the other entered. The evening before the attempted wreck Rich ardsou was iu Eugene and told several dif ferent persons i-. to where he was ji"ug etc. He told o.ie that he was going to Roseburg to look' after business - matters at that place, while to another he said he intended going to Texas where he had inherited a vast estate.
