Per Yeir (when tn-t imul in ailvante) - " AUSTRALIAN BALLOT SYSTEM. Recently the Australian ballot system was given a trial at the municipal election at St. I'aul. The experiment was completely successful. It required a keen observer, indeed, says the Pioneer Tress, to discover that a city of 200,000 inhabitants was in the throes of a municipal election, and that, too, more exciting than its predecessors foi many years. No crowds, no excitement and no drunkeness were the marked fea tures of the day, whose character was told alone by the occasional booths, to whose sides were tacked maps and election plackards. It is alike creditable to the rep resentatives of all parties that they tried to follow the spirit as well as the text of tli3 new law, instead of attempting to hamper it in its action. The voter after giving his name received his ballot, which he mark ed according to the dictates of his own judgment in the privacy of one of the booths. Having folded it he handed it to the judge of the election, who, having, called the voter's name, deposited the ballot in the box. This was all the ma chinery necessary for the elector. As a result of careful registration but lew votes were chalenged in the entire city, and only a com paratively small number of bal lots were returned defaced or in jured to the judges of the election in exchange for others. Perhaps as noticeable a fact as any is that a very small per cent of voters asked for assistance in making their ballot. The judges of election uniformly gave the warmest praise to the new system. Many of its oppo nents have based their opposition upon a belief that its operation was slow. It was found that in the most crowded districts all the booths were never occupied at one time, and the rush which under the old system was the invariable accompaniment of certain hours, wras entirely obviated. The re turns also were known at an earlier hour than usual, as the conditions of balloting made it ex tremely easy for the judges to tub ulate the results. GOOD NE Y 8 FOR BR A KEMEN. The general use of automatic brakes and couplers on cars of all kinds, passenger and freight, has been a subject for determined dis cussion at every meeting of rail road men for several years. The officials of the different roads have signified their willingness to pro vide these improvements and safe guards, but through misunder standings of various kinds, the de sired progress has not been made. Railroad employees will now be glad to learn that the Boston iv Albany road, and all the roads in the Vanderbilt system have decid ed to equip freight cars hereafter built for use on these roads with air-brakes and self-couplers. This action once begun will rapidly spread, and it will not be long be fore all roads will follow the ex ample set. Such a protection is demanded in the interest of humanity. The brakeman's life is not a happy one, but now on these roads it will be more enviable than heretofore. The salary of the police recorder of New York city is $12,000 a year. The governor of the state receives only $10,000 a year that is, as salary. Philadelphia has one hundred and forty thousand houses used for dwellings, Avhile New York has only seventy-five thousand. Children Cry for. THE PROFESSION A L POLITICIAN. The countless minor offices of the United States are filled by a class known as "professional poli ticians." These men live by poli tics, receiving places as reward for political work. Their control of public office is monopolistic. Mr. j Hryce estimates their number at 200,000, but this is probably an underestimate. They constitute a" guild, although they are not organ ized under under formal articles of association. "With them office getting, (or keeping in office) is an industry, and the fees and emolu ments are accepted as pay for par tisan services rather than for the exercise of official functions. The i nil nonce which the office holders wield is altogether out of propor tion fo their numbers or to their intellectual attainments. 3ut they possess this advantage over all otherclasses they are unified and organized. They make the management of primaries and conventions the seri ous business of their lives,' and acquire a skill and experience in "wire-pulling" which ordinary cit izens cannot hope to cope with. The politics of the country is in the hands of these men. The people elect but cannot nominate, being reduced to a choice of candidates selected by the politicians of op posing parties. The politicians dictate nominations, high and low, and afterwards foreclose a lien upon public places which thej' claim to have earned. All others, those who cannot show a certifi cate of this character, are excluded. Astorian. THE LA TE EL LOTION. . The Oregonian publishes a table of the official returns from all the counties in Oregon except Harney. Lake, Sherman and Wallowa, and in these counties named either actual or estimated majorities are given. The result shows Hermann to have more than 10,000 over his democratic competitor, and more than seven thousand over both his opponents. Pennoyer's majority is -1,900. The majorities on the balance of the state ticket Are giy en as follows: MeUride, secretaiy of state, 7,005; Metchan, treasurer, 0,010; McElroy, school superin tendent, 4,-150; 11;: Iter, state print er, 0,218; Bean, supreme judge, 8.088. The republican vote is about CO.000 out, of a total vote in the stale of 71,000. The third parly polled something over 2,800 votes, and where it had no candi date in the field its votes were cast for the democratic candidate. There is therefore a clear republi can majority in the slate of about seven thousand. Statesman. Cvi:rs W. I'iki.d, who proved himself to be a great friend to Mrs. (nil-field and her family after the death of the lamented president, was not invited to be present at the Garfield memorial exercises held a few days ago, and in conse quence feels quite indignant over the slight. Mrs. Garfield has writ ten a personal letter of apology, but as she was not to blame, Mr. Field's wounded feelings have not yet been soothed. Tin-: result of t lie late election on (he 2nd is very pointed. Two years ago Hermann's majority for congress was something wonderful 7,407. This year it is over 10,000. A motion to make it unanimous was not seconded. Astorian. Tin; closest shave any candidate had for office in the late election was that of P. A. Conde, demo cratic candidate for sheriff of Baker county. He was victorious over his republican competitor, J. D. Smith, by just one vote. The State Reform School will be ready none too soon. There are now in the penitentiary sixteen boys under twenty years of age, who would be better for instruc tion in the industrial school. Statesman. pitcher's Caetcria.
