GARFIELD'S CONSISTENCY.
The position taken by the president
in the matter of the New York ap
pointment is in perfect consistency
with opinions expressed by him sev
eral years ago in regard to the proper
relations between Congress and the
Executive. In 1877 he contributed
to the Atlantic Monthly an article
which appeared in the June number
fyr JJiat year, in which he used the
following language: "The . "present
system of appointment ott the recom
mendation ot Senators and Congress
Hen invades" the independence of the
Executive and makes him less respon
sible for the character of his appoint
nients." He then goes on to speak ot
he effect of the existing system in
l-gavd to appointments in impairing
rije efficiency of national legislators
!v diverting them from their proper
sphere of duty and involving them in
tlifi intrigues of aspirants for office,
aud adds that the only way in which
the needed reform can be accomplish
ed is to effect "a eompl -te divorce
between Congress dJ the Executive
in the matter of appointments." As
this was written at el time when no
oiie dreamed of General Garfield as a
presidential candidate, the article
must be taken as expressing his disin
terested convictions. It is according
ly a fair inference that he is acting
in conformity with his deliberate and
long-established convictions on the
subject of the constitutional rights
and duties of the executive of the na
tion, and not from motives growing
out of the antagonism to him self per
sonally with which the senior New
York Senator has been chargee.
PAYMENT OF THE BONOS.
The experiment of Secretary Win
dom in relation to the out standing
TJ. S. bonds has called forth many
criticisms both favorable and othei
wise. This is to be expected in po
litical times; but surely no one will
claim that the objections that have
been made are founded upon the be
lief that the Secretary's course is ei
ther unwise or unpolitic. It is claim
ed by some that it is undignified for
the Government to offer to pay off
$670,000,000 of bonds with the object
ot inducing the holders to accept a
reduction in the rate of interest when
the Government has no such sum at
his disposal. But here tfie simple er
ror has been made ot taking for a fact
what has not and mav not happen.
The Treasurer's circular of April
11th applies only to the six per cent,
bonds of the acts of July 17th and
August 5th 1861 and March 3rd 1863
aggregating $195,690,400. This is
an amount which the resourses of the
Treasury can cope with easily and no
action has yet been taken regarding
the five per cents.
If the Secretary's plan is successful
in respect to the six per cents as It
appeals likely to be, he may then take
similar measures with the five and
there can be no objection to his using
the same tund for both purpose if
they are still in his possession.
Therehas been some complaint
against the Secretary for attempting
so much without any specific act ot
Congress to guide him. But on the
whole it does not appear that he has
tiolatad any law and certainly the re
duction of the expenses of the Gov
ernment Should he within his line of
duty. It is not claimed that the bond
holders are wronged by his acts as
ihey are neither legally or morally
entitled to 6 per cent interest after
the bonds are redeemable.
Those who gain by it or the peo
ple generally should therefore not
complain so long as the course ot the
bead of the Treasury Department is
' governed by honesty and prudence.
POSTMASTER AT PORTLAND,
everal weeks' frrce President Gar
field sent to the senate for confirma
tion the name of Hon. Geo. A. Steele
for postmaster at Portland, Or., and
immediately thereafter the cry of
Star routes was raised against Mr.
Steel, and the matter was referred to
Postmaster General James for inves
tigation. The investigation was
thorough and resulted fn the complete
vindication of Mr. Steel, and a recom
endation that he be appointed to the
position which was promptly done.
We congratulate Mr. S. on the ap
pointment, and feel confident that
any trust reposed in him will be faith
fully performed.' Tie appointment

The Steamer State of California on
her triprom Portland to SanFrancis
co. After leaving the Columbia bar
at noon on Saturday. May 14, a fair
wind and a comparatively smooth sea
materially assisted her along during
Saturday the wind increased to a
gale on Sunday morning the sea was
very rough and at 5 o'clock few per
sons were aide to venture on deck.
At that moment every one on the
ship was startled by a thundering
sound and a convulsive shudder ap
parently from some trouble in the en
gine room. In a few moments it was
known that the shaft was broken and
all command of the rudder was lost
and she wan drifiin belplessy along
at the mercy of ihe elements. The
wind increased and as the ship swung
round into the trough ot ve sea her
sails were rippled into shreds in an
instant. She was then 26Qnii!es from
SanFrancisco, off the most dangerous
portion of the coast near the point
where the Brother Jonathon met her
fate, several years ago, completely
disabled, and with no immediate pros
pect of assistance. The wind was
blowing off shore or probably not one
would have survived to tell the tale
of as sad a fate as befell the ship that
went ashore three years ago.
All Sunday night the storm contin
ued and all on board feared that at
any moment she would strike upon
the shore but whon Monday morning
came she was far out at sea. AH day
Monday the storm continued as an
gry as before but the disabled vessel
stood it well. For 83 hours rolled
sideways in the trough of the sea,
with the lee rail ucder water most ot
the time.
Tuesday came and with it a smooth
sea the next most important thing
was for some steamer to come along
to tow her in for it was impossible to
sail as the rudder was disabled. On
Wednesday afternoon the smoke of a
steamer was discovered and in a
short time the government steamer
Manzanitt a soon came along side and
towed the disabled ship into port the
rousing cheers which were exchanged
as the steamer came" in hailing dis
tance will always be remembered by
all on board.
Everybody was wild with joy and
tears stood in many eyes not used to
weeping.
THE NEW TESTAMENT REVISION.
MAN AND WOMAN.
The following beautiful passagis
is from "Henry's Commentary on t he
Bible" ; "Adam was first formed,
then Eve, and she was made of the
man and for the man, all of which
are urged as reasons for humility,
modesty, silence and submissiveness
of that sex in general, and particular
ly the subjection, and nverenoe
whicsh wives owe to their husbands.
Yet man being made last of the crea
tion, as the best and most excellent
ot all, Eve being made after Adim,
and out of him, put an honor upon
that sex, as the glory of the man. If
the man is the head, she is the crown,
a crown to her husband, the crown
to the visible creation. The man was
dust refined, buttho woman was dust
doubly refined, one remove further
from the earth. Woman was made
of a rib out of the side of Adam;
no' out of his head, to rule him, nor
out of his feet, to be trampled upon
by him; hut out of his side, to be
equal with him; under his arm, to be
protected; and near his heart, to be
beloved."
A terrible disease has broken out
among the Chinamen employd ou
the Canada Pacific railroad in Brit
ish Columbia. The case of a Chinese
cook at Big tunnel will serve to il
lustrate the phase: He sat down ap
parently perfectly well, to eat his
dinner His feet began to swell, and
the swelling: extending itself up his
legs and body, reaching a vital part
in about ten minutes, causing his ab
domen and chest to expand in a
most unnatural- manner, and he tum
bled down dead, all in less than 15
minutes from the time the disease at
tacked him. In this way these peo
ple are dyingjby dozens, and already
more than 100 have been carried off.
White people are alarmed, and the
government, has been asked to have
an investigation.
New York ad vices state that impor
tant railroad changes are rumored,
which will lower rates to and from
the Pacnic Coast. This is a much
needed measure, but there is little
hope of its being realized at present.
The San Jose Mercury reports that
$1,500 has been drawn from the wid
ow Brown relief fund, and $1,372 ap
plied in her behalf. The balance
will be used in a few days. She has
now a clear title to her mountain
home. The entire John Brown fund
collected now ampnnts to nearly $3,-000.
The revised edition of the New
Testament was issued in New York
on the 20th of -May. It was issued
in London on the same day. The
entire edition was telegraphed to one
or more of the Chicago papers on the
same day. There is hardly a doubt
that the revised edition of the Scrip
tures will replace the old one so far
as the Protestant reading community
is concerned. Only the New Testa
ment is now ready. The Old Testa
merit Scriptures will not be ready for
some mouths. It is not yet certain
what may be the action of the Amer-
can able Society touching the re
vision. That great and po'verf'ul so
eiety was organized to circulate the
Scriptures according to the King
Jams translation, or according to
toe version now in use among Protes
tants. It has a large amount of funds
"Ironi legacies aiid other sources held
in its corporate capacity for the one
purpose of printing and circulating
this specific version. Same twenty
years ago or more it was proposed by
a number of scholars and critics to
strike out the beadliness or table of
contents affixed to each chapter, be
cause these lines were often mislead
ing, erroneous and even abfurd.
They formed no part ot the inspired
text. But the religions conservatism
of the times was shocked, and a strong
remonstrance went up to the Bille
Society, which for many years the-e-after'continued
to pnblish over each
chapter the absurd analysis of con
tents, because many Bible leaders
regarded these lines as sacred, and
even inspired, although they were
originally placed there by some one
of very limited "xegetical learn ng.
Thus, we have in the Psalm of Da
vid a prefaraloiy declaration that
this and that one refer to Christ, or
the Messiah, and in the prophetic
parts of t he Scriptures, as in Isaiah,
the headlines Undertake to give an
interpretation of passages about which
even the most critical scholars are
not agreed. These headliness of
course stricken out, because they are
a mere human commentary, and a
veiy Pironeous one. The present di

was always an arbitrary one, discard-
