W a s h in g t o n , May-31.—A ttorney-G ener al Pierrepont has sent the fol low in g circu lar to the Circuit Judges, District A ttorn ' eys, and M arshals o f the U nited States: A ssum ing the duties of A ttorn ey Genex-- al of the U nited States, I find that the ap propriation for the expenses of the courts for the present fiscal year is nearly e x hausted. I find also that in som e o f the ju d icia l districts the expenses have been exti-avagant w ithout necessity and w ith out honesty-. Severer econ om y and strict er accou n tability m ust bo enforced at all hazards. It is kn ow n to the A ttorney General th at in m a n y instances a large num ber of witnesses have been k ept fox- m a n y days in attendance upon the courts and paid for such attendance, whose tes tim on y -was n ot o f the slightest value,and w ho, in m an y cases, did not testify at ai), but were mere lazy loungers abou t the court for the sake o f the fees; that exorbi tant and unneccessary charges for the ar rest, transportation and keeping of prison ers, for ju rors, and for m ileage have fre quently been m ade, and that in other re spects extravagance lias prevailed which cannot be tolerated. H ereafter the Distinct A ttorneys w ill be held responsible for the num ber of witnes ses w ho attend the courts, and Marshals will subpoena such witnesses on ly as the District A ttorney m a y, in writing, direct. The order of the District A ttorn ey direct ing the m arshal to subpoena witnesses m ust state the nam es of witnessed, and the tim e when their attendance is requir ed. E ach m arshal m ust keep a record o f the nam es of all witnesses w ho attend,and the exact dates w hen they attend, and be m ust obtain a certificate from the clerk of the court stating the day on w h ich each witness testifies. Such certificate of the clerk and direction o f the District A tto r ney relating to witnesses m ust.accom pany the m arsh al’s accounts when sent for au dit. The records above required m ust be kepi by the various D istrict A ttorn ey s aud m arshals in a book for the arrest, trans- pox tation, or keeping of prisoners, and th e exact date o f the service of such per sons, and also w hen, where, and how the m ileage charged was earned. The A ttorney General respectfully calls the attention of the Circuit aud District Judges o f tlie United States to the act of Feb..22,1875, relating to fees and costs, and asks the especial aid of the courts in c o m p ellin g a strict enforcem ent of that stat ute. The A ttorney General w ill hereafter require a duplicate o f every accou n t certi fied by tne Judge under the act of Feb. 22, 1875, and w hich is forwarded for audit and paym en t, to be filed with the Clerk of the court. The survey of the great interoceanic rail road across the Andes, from Buenos Ayres to Chili, lias been completed. The. line'can be easily and cheaply constructed. The Pioche Record congratulates itself upon the scarcity of idle men in that town. The Sutro bore is in 600,500 feet, and there are indications that a quartz ledge is being approached. The Italian emigrants to Montevideo, do nated their native country §6,000,000 in money orders last year. “ Inferno” is the name of a new town just located in Humboldt County, ifcmust be a d----- 1 o f a place. A large light draft steamer, to run on the upper Willamette, is being built at Oregon City. She will be 150 feet long, and win draw not over 10 inches with her machinery on board. The acting Deputy7 Postmaster at Corinne, Utah has been brought before the United States Commissioner on a charge of robbing the mails.. The following account of the return of Meacham’s Indians we obtain from the Yreka Journal, of the 2d inst.: Our readers will remember Meacham’s visit here some months ago, to procure rep resentatives of different Indian tribes in this vicinity and Oregon, from which lie-selected Harney and. wife, of the Klamaths, and To by Riddle, ot the Modocs, with her white husband, Frank Ridcjle. On his way East he failed to secure a representative of the Piutesin Nevada, but obtained two of the Modocs at Indian Territory7, as well as other Indians. Oliver Applegate returned to this coast with Harney and wife and Tecumseb, the former arriving here Sunday, and the two latter the day previous. We inter viewed Harney, the Rogue river chief, who seems to be an educated and intelligent In dian, having been raised at the Siletz reser vation, ana therefore as fully civilized as the white people. He says the troupe met with very good success, and traveled considera ble, giving exhibitions in all the principal towns ahd cities. In some places the reli gious people did not approve of their war dances or any ether dances, and did not pat ronize them, else they might have been more successfull They visited the President on the way, and remained in Washington about a month, visiting the various places ot interest, with callages at their disposal to ride wherever they desired. In New York they lost Dave Hill—supposed to be (kidnap ped in the hope of obtaining a reward, lie bad gone out alone, and disappear'd very mysteriously without any clue to his abrupt departure. Every nook and corner of the city was diligently searched by the police, and dispatches sent everywhere to discovery his wherebouts, but without success up to this date. It is also supposed that his kid nappers have taken him to Europe, for ex hibition there, and that he was probably taken on board the steamship Schiller, late ly wrecked on tlie Scilly Islands. A full description oi Hillwas telegraphed to Europe, so that there can be no trouble iu identi fying him. David Hill was the head chief of the Klamaths, now quartered on the Kia- math reservation near Fort Klamath, a well- informed Indian and good orator, .and his people will, no doubt, be much excited over his kidnapping. Tecum sell, the medicine man, who arrived with Harney, is also con sidered a head man in the tribe. Donald McKay, the chief of the Warm Springs In dians, who exhibited such great bravery and-skill in fighting the Modocs at the lava beds, is in the poor-house at Boston. Rid dle and wife are in New York, with Mea- cham, where they intend to remain. Har ney and Tecumseli remained in town a cou ple of days, the former visiting some of the Indians about here and having a talk with them. Harnev goes back to Siletz reserva tion and Tecumsoh to the Klamath reserva tion.
