The Cuban resolution adopted by the Benate, declaring in- fvor"ot recognition t th belligerency of the Cubans and request ing the president lo use his good offices towards procuring a recognition ot the independence oCCuba, was of itself right enough, and certainly represents the overwhelming sentiment- of congreesj and probably of the country, but there were threats, implied and spoken, In gome of the speeches made in the senate that were entirely needless. It may be set down as certain that if the United States goes to war in behalf ,otCub it will not be with Spain alone that we shall have to1 fiaht.' If has been- its eecret treaties with other European na tions which have enabled Spain tore- tain its hold upon Cuba thiough other revolutions on the island . But although this fact is well known it is probable that when the house takes op the ques tion this week, an attempt will be made to outjingo the speeches made in the senate before the resolution is finally adopted. ; 1 The resolution adopted by the senate being concurrent will have no more offi cial weight with President Cleveland than he may be disposed-to give it as an expression Of the lopinion of the Benate, agreed . to-by all but six senators who were present a hen the vote was takes; but an attempt is to be mad -in the house not only to make the resolution stronger but to make it a joint reol op tion.
