COIIYALM, ()ur newspaper friend In Corvallls are 'blowing" up the cltlicnt of that town for a lack ol enterprise with a vigor and force that must make an Impression on their minds that will result In arousing the doinant energy and pluck of the people. We fear, however, that our brother quill driver are likely to make wrong Impres sion on the minds o' strangers to the place. The writer had occasion a few day ago to traverse the town considerably, and while It Is true that there are many evidence of sluggishness and lack of the spirit and pluck necessary to the healthy progress of a town, there are many sign that point unmistakably to the fact that Corvallls I on the eve of an era cf growth and pros perlty, such as her cliltens, as such, arc t'.ranger to. The new Court House In that place built at a cost of nearly $ 70,003 wjuld be a credit to a town of five time the tle of t.-.at. The Agricultural Col lege building, with Dormitory and other necessary annexes, are calculated to put the town In the line of permanent growth on account of the excellent educational facilities It afford. Hut the most impor tant step taken by thecttlaensot liat place i the magnificent new school now In course of construction. This will tend more to attract population to the town than an striate enterprise would do. In these latter days no town can grow with out the best of school facilities. Thi pub lic school Is the popular Institution of the day,and the lack of It will and should kill any town. The people of Corvallls, being fully cognizant of this fact have taken step that Is very creditable, Indeed. We think when the people of Corvallls are aroused to the tact that the dark i.lgh t of sluggishness has parsed away In the Wil lamette Valley, and the bright sun of ac tivlty, enterprise and progress has arisen to all, they will show themselves possessed of the pluck that the citizens of many other of our town are showing. The ruling motive is to reduce the surplus and thus avoid a financial crash by th enormous accumulation oftille money in th treasury, If there was no danger to arise from this accumulation Mr Windom would not, for a moment, continue the putr.y of purchasing bond. Secretary Windom bought, the other day, 1 1 million lionds for which he had to pa y l4,o8o,00o. This $14,080,000 was the people's money taken from them ia th shape of taxes. Now, if this money had not been rol 'ccted from the people, (and it all came by la nation direct Or indirect from them,) what would it have beca worth to ihe people at the end of 18 years at the average rale of Interest far the country, 6 per cent. It would have amounted to 129,286,400. Now compare this with th amount of the $i 1,000,000 in bonds for the same period of time and see where the gain is. The It 1,000,000 would have amount ed to f 18,920,000 in the iS year. The differ ence between these two amounts shots jtr what the people have lost by thi buying of $11,000,000 in bond which is $10,366,400. If there wat no surplus in the treasury dues any oae stippos for a moment that Secretary Win dom would risk his reputation a a financier by recommending an increase of taxation in order that he might buy bonds at a premium of 123, (new 129 to 130) in o-dcr to rtxluo th public debt? Not at alt, and yet if it is now a aving to the people to buy bonds at such a premium it would tie by raising taxation to get the money to buy them. The w hole scheme is for the purpose of getting rid of the surplus in the treasury, and thus doing away with ihe necessity of a reduc tion of tariff duties upon the necessaries of life of the poor people. When this scheme i fully bolted into it w ill be found that the republican have determined upon two steps to take when congress meet, in order to get away with the surplus in the treasury first remove the tax from tobacco and make that article free and then buy bonds enough to keep down the surplus.
