OWKBj NO DKBTH. , The Democratic State Convention which is to assemble at Salem in less than two weeks, should not take into account the .superior claims of any man to the nomination for Congress. It is only important for this Conven tion to consider that a candidate in all respects unexceptionable should be placed before the people. The claims of locality or the de mands of any individual should be made subservient to the one great con sideration, the old . Jeffersonian test --"Is he honest? Is be capable?" No member of tbe party has the right topresshisolaimson personal grounds for a nomination. The Democratic party owes its popularity, its hold upon the people, not to any man's work or influence, but to the undy ing principles upon which it is found edequal and exact justice to each . individual and all olasses. The Dem ocratic party is strong with the peo ple because it bolievos in no more laws than necessary to protect the rights of citizens, and preserve an even balanae between the three great industriesof the country-agriculture, commerce and manufactures. Its opponents under all names have op prnssed the agricultural interest, while the Demooratio party, when- . ever in power, fostered and protect ed it; hence its hold upon the small lund-owners, which no misrepresen tations of its enemies can loose. The literature, the capital and great newspapers, because dependent upon unpitAliBU for support, are now, as they have always been, against it. Yot, in the faoe of this powerful op position it has triumphed, and in spite of. them will tiiumph again. The party, then, owes no man favors, aud whether this or that man stands or fulls, is as nothing in its onward march to its future destiny, which is to execute the will of a sovereign people, and not to govern from a -seat of centralized power, forty millions of freemen. IJNN COUNTY CONVBNTION. The County Convention which meets in this city next Wednosday ought to elfiet only those perons to the State Convention who will promise to go in person. It is only 25 miles from Albany to Sulem, and if need be the delegates need only spend one day away from home, going down on the morning rain and returning in the evening. In view of the close proximity of the State Convention to this locality there iti no excuse for . Since Iowa did it, about two years ago, scarcely a week has passed by with out some brutal murder in that State, and in nearly every cose the outraged citizens have taken the law in their own hands and dealt out that sum mary justice to the murderer which the lenient laws of that State no longer inflict. The lost case of the kind is reported from Ottumwa, Iowa, where a policeman, Al. Hogan, was shot through the heart by a rough whom he was attempting to arrest. In a few hours afterwards the citizens assembled and there was a lamp-post matinee, and the Ot tumwa Democrat of the next morn ing after the tragedy, has the follow ing on the subject : "Last night (June 28th) about 9 o'clock the news came up town that a policeman was killed in the lower part of the city. A Democrat re porter was among tbe first to hear tbe news, and quickly repaired to the scene. It was at the foot of College street, near the railroad, and there laid Al. Logan, one of tbe most promising young men on the force, with a bullet through his heart, lying dead in the street. His bosom was partially exposed where the wound could plainly be seen, and also the burnt hole in his shirt bosom, in dicating that his murderer had taken sure aim at close range. The poor, dead victim lay calm end peaceful with his face turned up to the stars, if invoking the vengeance of Almighty God on his brutal mur derer. And soon his murderer was hanging stark and stiff to a lamp post. vvno wiu ue tne next ? is a question which seriously affects every citizen of Ottumwa. Now, within a brief period of time, two citizens of our town have been ruth. lessly murdered on the streets. John Shea's murder was fully as unpro voked and cruel as this one. No one was hung for participating in Shea's murder, and the roughs were cm boldened. Since that time they have made various attempts on the lives of peaceable citizens, but were un successful until they found the young policeman in the dark corner. They know that there was no banging for murdor in Iowa ; that there is even a possibility of wearing out even a case of murder ; that juries can be bought, or officers bribed. Hence the bold ness of the scoundrels who roam the streets of Ottumwa at night, ready revolver or bludgeon to knock out the brains of any citizen who dares to iuterfore with them in their career of crime. The question then comes up, "Who will be the noxt victim?" Is Ottumwa to be overrun by a set of roughs and desperadoes, because the law is lame ? Self preservation indi cates a remedy, and although we deprecato mob law or anything ap proaching to it, yet we do say that every lawabiding and pencably dis posed citizen should be constantly prepared to resist the first attempt, eithor at burglary or murder, with a force which will prove sufficient to settle the question between brutality anddocency." U- - J WILL NAKB TUINUH ItKO HOT. The Democratic Central Committee of Col., met last week and resolved to make the campaign in that State red-hot."' Besides a long list of lo. cal canvassers, tlio Chronicle says they have secured the services of the following eminent Eastern orators for the campaign: Ex-Governor Walker of Virginia, Senator Tlnir- man of Ohio, Sunset Cox of New York, and Chymor and Kendall of Pennsylvania. Walker has the rep utation of being a good speaker and the handsomest man ever called to a gubernatorial chair. Thurman is one of the ablest of Democratic politicians and sound on the specie question, Cox is a brilliant and witty speaker, and the terror of reporters. Tho two Pennsylvania gentlemen are well known, but have less reputation for rhetorical ability. i i Shockino. A dispatch from Ital eigh, N. C, states that a most inhu man murder, committed in that conn, try March last, has just come to light. Scott Portinas, a white mau, cut his wife's throat, then cut tho flosh off her bones and attempted to burn her body up, but did not succcod. Then he murdered his little boy, a child 8 months old, in the safhe manner and buried the two bodies in a marsh, where they wero found last week by the infuriated neighbors. Circum stances show Portinas and ono of his brothers accessory to the murder. L 1 , Poou Louisiana! It is just discov ered that another carpet-bag thief has stolen 15,000 from Louisiana, His name is Geo. D. Benham, and he obtained the money from the State Treasury on fraudulent vouch ers, tlell liatu no furies severe enough for these thieving hounds. As cm al, Old Linu has the largest delegation of any county in the com ing Democratic Slate Convention, and wo ought to koep up our lick by holding the loigest primary meetings lo-morrow. Col. Kelly was confident the time was speedily coming when the ships of the ocean would meet the ships of the river at Astoria, and he dwelt upon the point that Oregon was rich enough, broad enough, fer tile enough, to sustain a city here at the mouth of the noble Columbia river, second only to one like San Francisco, Mr. Kelly was laboring under the disadvantage of a fearful cold, contracted on his way hither from the National Capitol, and re tired after thanking the citizens for the compliment paid to him. Governor Grover was in apparent good humor. He had come down by chance, as the guest of his friend Col. Teal; to rest awhile, and enjoy the magnificent sea breezes abound ing here. He was greatly pleased and gratified to witness the evidences of Oregon's prosperity in the growth and development of Astoria, the past two years. Was highly gratified with all he had seen, all along our beautiful river from Portland, and was now more fully prepared than ever to say that Astoria was destined to become the great city of the new Northwest. He very happily hit the popular pulse in referring to the Co lumbia river as tho great common gateway to Eastern Oregon and Washington, and Idaho. Improve the Cascades, improve 4he Dalles of the Columbia, as the Willamette falls have been improved, says Governor Grovor, then the people of that otherwiso favored region will have an outlet to the sea will have easy communication with Astoria and Astoria, thus possessed of the advan tages of an unbroken chain of water communication stretching far interi or; far into Idaho; through the finest lands of tho Pacific Statesthe Co lumbia river basin advantages pos sessed byno other point competing for the prize of the Sea Port of Ore gon, would have no further obstacles in the way of asserting her claim as such. Governor Grover discussed the subject of fisheries on the Colum bia river, the revenue derived both to the nation and the State, as well as to individual interests, in a very plain and intelligent way showing an understanding of the situation at once, and n mind capable of working out the problem to the advantage of this commonwealth." . Tim Fall Elections. Kentucky leads off in the coming elections on the 2d day of August. California follows on the 1st of September, Ar kansas on tho Rth, Muine on the 13th of the samo month, and Iowa on the 12t.h of October. Then comes Penn sylvania, Nflw: York, Massachusetts, and soveral other Slates, on the 2d of November. Lee, for Ills con Massacre of 1857 In Southern Utah, at which time T40 emigrants, men, women and children, from Arkansas and Mis souri, were murdered, will probably come up on the lotb Inst. There are a great many witness In town, 20 of nhom addressed communication to Marshal Maxwell, asking means of subsistence, and on examination In chambers that they might return home to attend to their crops. Gen. Max well answere that mileage and fees were all he could pay, and that the dis trict attorney would take his own course lu taking testimony. It is be lieved and hoped that this terrible crime, which has been charged to the Mormon people for the past 18 years,. will be disproven, or that the guilty parties will be brought to justice. On Thursday, tbe 8th inst., Henry Waller' aged 16 years, the son of Orville Walter, of Dixie, met with an accident that for the time being ren dered him unconuious. He had just mounted a spirited colt for the pur pose of breaking it to the saddle, when the animal commenced rearing and plunging and finally . throwing and fulling upon young Walter,, and ren dering him insensible from the con cussion of the brain. The liecord says Miss Alice Bolen, about 14 years old, living three miles from Turner, Marion county, has com pleted a bedquilt which contains 8,424 peices, all stitched by hand and neatly done mostly cotton goods. Her sister, Miss Dannie Bolen, who is older, is engaged in piecing a bed quilt that will contain over 10,000 pieces. To the Primaries. We make a last appeal to Democrats to attend the primary meetings in their several precincts to-morrow afternoon. It won't be much of a sacrifice to you, and it will nelp tne old cause mightily. Don't forget. Jimmy Walters Is now singing with the bright angel hosts in the realms of light. He began his career as editor of a Texas paper, and his demise was hastened by an insulted Texas Sheriff, whom Jimmy had been calling pet names. Another proof to the poet's assertion that "the paths of glory lead but to the grave." The California Temperance Re formers have nominated Mr. Lovitt for Governor, and we tak'e it for granted he won't Lovitt quite as much after the vote is counted as he does now. The Republican State Convention is called for Aug. 11th, at Salem. Primaries, July 31st, and County Conventions Aug. 4th. Linn is entitled to eight delegates. Buo. . Hammond will stir up the monkeys at the capital city next week, and "Old Nick" will have to evacuate that clearing and entrench himself out about Hogem. A Vebmont conductor was going to put an old lady off the cars because she couldn't find her ticket. She found a pistol, however, and told him to go on with his programme. He declined. Transfusion of blood is a humbug in some cases. A Chicago man had a pint of bull-dog's blood conducted Into his veins and then tried to lick his wife. She laid him up for a week.
