That tbey hold thoje political partisans, - who, occupying positions of trust, claiming to be - representative of the people, . hare usurped the - authority confided to them, maliciously trampled under foot our sacred bill of rights, mad civil law subordinate to military rule, perverted tie fnnetion of government and endeavored to con t eeatrate its power in the hand of an oligarchy, . wholly disregarded the will and wishes of their constituents, and iuiduonsly endeavored to dis parage, depose and stigmatise the once proud ti- : tie of American citiaenship, a enemie to the belt . That the so-called reconstruction measures, attempted to be carried out by the present party la power, is a nefarious scheme, revolutionary in . design, treasonable in execution, one, which if ae , o,aiceed in a a rightful exeroise of authority, will . establish a most dangerous precedent and imperil . the safety and perpetuity of our form of govern ment; and that the present Senators in the Con - great of the United States, from this State, in , supporting those measure, have misrepresented , the wishes and outraged the sentiments of the . people of Oregon. .. 4th. That the systematic effort made by that party, to extend to the African, the Indian and the Chinamen, all the civil and political right and - privileges enjoyed by the white race, evince a de- aign ou the part of it leader to devtroy the men estimate placed upon that invaluable heritage and . render despotism less objectionable and more easy of accomp isnment. itb. That the ratification of the recently pro . posed amendment to toe Constitution or toe L nited ; States, extending the right of suffrage to the be nighted negro and Indian, and which open the door for it enjoyment t the neatbenisn China men, U irregular, arbitrary and unlawful, and tbey , moat earnestly protest against the passaze by the United States Congress of the pending act, des igned to enforce the obnoxious and illegal pro - vision. Cth. That they org and entreat a repeal of the . recent treaty concluded between the United Slates and China, which guarantee to the latter nation ucb extensive privileges and immunities without corresponding benefit to Amerieen citizen, offers to it hordes of semi-barbarians such favorable in daeemeut to swarm in upon us, occupy our min eral and agricultural districts, create a ruinous competition with our laboring masses, establish va rious pursuit, disuniting rites, ceremonies and practices in our towns, discourage and repel the immigration of our own nice, decrease the white population, retard thrift, impedo the advancement of education and enlightenment, abstract from our resoarees and tend away our valuable miueral wealth, and demoralise and apostatise our comma uity; and they resolve, that a party who will sus tain policy so unwise, ruinous and ruthless, as that which upholds such an lofamoua bargain, a unworthy the support of white men. 7th. That In the management of tbe municipal affairs, they urge a judicious application of tbe principle of sound political economy, a laudable encouragement to agricultural, mineral, manufac turing and commercial interests. just and equi table protection to tbe laborer and the capitalist. and the faithful exercise of a cystem of rigid re trenchment, that the government should be ad ministered for tbe people, and not against tbem ia protecting their right and interests, and not in fostering monopolies to prey upon them and des poil them of their substance. That a system of taxation which ha for rtsobj-ct the establishment of privileged orders under tbe government, either by preferring one class to another, or by imposing grievous burdens upon tbe tax-payers while con ferring favors, exemptions and immunities upon the holders of government securities, deserves no other name than legalised publio plunder. 8th. That the continual payment of tbe semi annual interest on the bonded debt of tbe United States, without abatement, together with other enormous expenses for which the people are taxed, make a burden too intolerable to be borne without an effort to find some speedy means of relief. That the amount of the bonded debt i increased more than two fold, by the venal, illegal and unjustifi able terms of its contraction, that their it neither justice or wisdom in the repeated paymeut of the principle by the continued payment of the interest. That it is no part of good policy vr good government to embarrass the energies of labor, and all bukincss enterprise by excessive and oppressive taxation for tbe exclusive benefit of a combination of untaxed capital, that to relieve the country and to restore . prosperity, we favor an equitable adjustment of tbe bonded debt or tae l mieu t Lutes. 9th. Tuat tbe desire of tbe present Congress, as manifested by its proceedings, to secure Ju the wealthy bond-holder payment in coin on account of indebtedness growing out of loans to the Uni ted States of treasury notes, when worth less than no-half their coin value, after tbe holders there of have received exorbitant interests thereon, and at tbe same time leaving the pensions due unfor tunate soldiers, their wives, children or other kin dred, to be paid in a depreciated currency, exhibits a spirit of injustice unsurpassed in the history of -1 i , , ii . cioM legislation, idq imiy aemonsraie me ex istence of a design on the part of the moneyed ar istocracy of tbe country to influence tbe establish ment of a policy favoring the aggrandizement of the-nca at the expense or the pour, a policy which hastb'r He object the aggregation of wcaKh of,u lenee and power on tbe one hand, and misery, - poverty and slavery on the other; a policy .fitted only to a monarchical form of government. ". - 10th j That the Democracy of this State now,,; as heretofore, are strenuous advocates f a tariff for purposes of revenue only. That the principle of "protection for the sake of protection, i at war with the diversified interests of the peo ple or. the Elates, and experience has shown its tendency to aggrandise a class in tbe community at the expense and to the injury of the producing at,4 laboring millions, taxing tneir industry, equal ly in violation of tbe authority of tbe Constitution, and of the great principle that should govern this people in their intercourse with the family of na tions;- ; lltb. That we favor the adoption of an amend Mot to the Constintion of tbe United States, re scinding the Alv ana AV amendment. : 12th. That we are in favor of a liberal policy "being pursued by tbe Legislature Of this State in the. bestowal of toe land grants to her for the pur pose of publio improvements. " - 13th. That tbe Governor and resigning members of the Legislature in engaging in a conspiracy to ore "throw the State government, collect large amounts or com as revenue to be drawn from the business and hard earnings of the people to be idle in tbe treasury, or to be the subjects, of gam bling speculations. in w: mots, bonds and other securities, were guilty ot a tiigh crime against tbe government of Oregon, rendering them unworthy the respect and confidence of the people or of be ing further entrusted with tbe administration of the. government.' And while we thus condemn tbe nation of the Governor and resigning member, we-unhesitatingly approve and endorse the eon duet of tbe Democratic members in earnestly and faithfully striving to restore and maintain the or ganization of tbe Legislature, and provide for the due administration o. the law.
