C held a meeting in that city on the 9th jit., at whiih it was expected that Henry D. Washb urne would make an address: but not bsiag forthcoming at the appoint ed time, uoionei Moss, of Missouri, , a Radical orator of itinerant habits, whose field of labor ha3 been for some time con fined to the Southern States, took the ' stand, and in talking of the progress the negToes had made since their emancina- en, mentioned the fact that at the pres .ent moment there are three hundred and Jen thousand of them trained to arms, with competent leaders of their own well able to lead. them, and fully determined, to maintain tho rights they have recently ac quired.
