U. Rickey as lst master at Aalem. A Washington sj)ecial says ot K. Payson Smith, whom tire President has recently appointed Commission er of Indian Affairs, that before the war he was a Congregational preacher in the West. During the rebellion he was field ageut of the Christian Commission. He is now agent ot the Chippewa Indians in Minnesota. Thu Peace Commis sion nominated him, and his friends report him honest and capable. Ketdama, a Japanese law stu dent in Washington, has been elect ted to deacon's orders by the Haiti more Methodist Conference, and ad mitted to full connexion. He will soon return to Japan. 2'he President had gone to Phil adelphia on the 13th inst. The franking privilege cost the Government 8732 per year for each member of the house. In an interview with a reporter on the 12th inst., President Grant said that no changes are to take place in the Cabinet beyond that which Boutwell's resignation will occasion. The financial policy will uGfr be changed. He hopes to see the Republic of Stain well estab lished, and thinks by the end of this year the independence of Cuba will be secured. No trouble is expected with llaytiens, and the President thinks that the Samana Hay scheme will result in the development of that country, so that our Govern ment will ultimately annex it for something like ten or fifteen mill ion dollars. The jieople of Utah, he says, will obey the laws. He is satisfied with his Louisiana policy. The Indian policy succeeds so well, that he has the greatest faith in it. A visit to St. Louis is projected. Mrs. Putnam denies the scandal ous rumor that she received money to influence her to petition for the commutation of Foster's sentence. The Pomeroy Investigation Com mittee of the Kansas State Legisla ture, reported March Gth. A ma jority report signed by four mem bers find Pomeroy guilty, of bribery in attempting to corrupt members of the Legislature by offers of mon ey. The minority report signed by three members, find the charges ot bribery against Pomeroy not proven The minority report was adopted by the House and majority report by the Senate.
