Mrs. E lizabeth R andoloh of M ilw auke. and Mrs. M artha Wochos of K ansas City, M o. and thre* sons, Daniel Schuh and Al G Schuh, both of P o rtlan d and Joseph Schuh of Corvallis. She also has ten grand children. H illsboro has a ,ci!y m anager, it does not have a city m anager form o f governm ent. He said that under the present ch arter the m ayor m aj or may not appoint a city m an ager. The pow ers of the m anager are also quite closely hedged un der the present setup The new ch a rte r w ould provide for a tru e city m anager form of governm ent, w here the m anager is elected bj- the council, is responsi ble to the council and may be re moved for or w ithout cause, it was explained. The m anager would have the appointm ent o f subor dinates so th -t he would be di rectly responsible for the efficent m anagem ent of city affairs P a t terson prai-ed Mayor Hugh Rogers for the vesting of pow ers in the city m anager and also pointed out that the m ayor has looked to the m anager for recom m endations. The old w ard system, under which councilm cn have been elect ed by w ards would be changed un der the new c h arter so that m em bers of the council would be elect ed from the city at large The m ay or does not have veto pow er, but is riv e n a vote on all questions and serves as the presiding officer of the council. Discussions centered around ap pointm ents of certain officials and the provisions for m anagem ent of city utilities.
