If a dem ocracy is to survive, its citizens m ust
b slie v e in it enough to engage in its defense w hen
its v e ry existence is m enaced by th e forces of fac

in stead of a fu tile sacrifice of life, its citizenry m ust

O ur R eserve O fficers’ Corps, recru ited larg ely from

Professional soldiers w e obtain by o ffering m ili

need a large standing arm y unless it is su rro u n d ed
by foes or dangers, and o ur dem ocracy is favored
in th a t respect. So w e have a sm all professional

and our reserve corps. To re c ru it for our reserv e
corps by offering the salaries and pay of p ro fes

th e em ploym ents of peace, w ill be unnecessary so
long as we have another ad eq u ate m ethod of fill

To date, the most co-operative m ethod, a ttractin g
