Military Training T he follow ing a rticle in th e O regon V o te r on th e com pulsory m ilitary tra in ­ ing question in th e s ta te ’s schools of h ig h ­ e r education is such a c le a r exposition of th e situation th a t th e A rgus is pleased to pass it on to its rea d e rs. The th o u g h ts ex­ pressed coincide th o ro u g h ly w ith those held by th is n ew sp ap er. If a dem ocracy is to survive, its citizens m ust b slie v e in it enough to engage in its defense w hen its v e ry existence is m enaced by th e forces of fac­ tio n and despotism . To m ake such defense effective, in stead of a fu tile sacrifice of life, its citizenry m ust have a nucleus of train ed m ilitary officers in r e ­ serv e for em ergencies w hen th ey arise. We have such a nucleus now. th an k s in no sm all p art to th e m ilitary train in g courses fo r w hich congress p ro ­ vided in the land g ran t colleges. This action of con­ gress grew largely out of th e lessons of th e C ivil w ar. in w hich ten s of thousands of lives of A m er­ ican boys, N orthern and S outhern, w ere w asted b e ­ cause of lack of train ed leadership. W e n ev er know w hen a fire w ill b reak out, so we have to have a fire d epartm ent th a t is in read in ess all th e tim e. O ur R eserve O fficers’ Corps, recru ited larg ely from th e ROTC courses in th e state un iv ersities and co l­ leges. is freshened an n u ally as young m en g rad u ate from these courses, and is k ep t in read in ess as a nucleus for an em ergency. Professional soldiers w e obtain by o ffering m ili­ ta r y careers. B ut a dem ocracy does n o t w an t or need a large standing arm y unless it is su rro u n d ed by foes or dangers, and o ur dem ocracy is favored in th a t respect. So w e have a sm all professional arm y, a considerable nu m b er in our N ational G uard and our reserve corps. To re c ru it for our reserv e corps by offering the salaries and pay of p ro fes­ sional soldiers, and thus ta k e them en tirely out of th e em ploym ents of peace, w ill be unnecessary so long as we have another ad eq u ate m ethod of fill­ in g th eir ranks. To date, the most co-operative m ethod, a ttractin g th e finest of our young men. has been thro u g h th e ROTC in th e colleges. In most of our sta te in s titu ­ tions of higher learning, w hich obtain federal grants conditioned on the m aintenance of courses in m ili­ ta r y science and also d rillin g in m ilitary practice, it has been custom ary to m ake these courses and d rillin g a req u irem en t for tak in g certain degrees. In our O regon S tate college, for instance, n early 95 p e r cent of th e boy students have tak en m ilitary tra in in g as one of th e req u ired courses. In our U n iv ersity of O regon, a high percentage of boys hav e done likew ise.
