or rate in one locality, thau is paid for the same commodity by said person, firm, co-partnership
or corporation in another locality, after makiug due allowance for the dittercuce, ifauy, in the
actual cost of transportation from the locality of purchase to the locality of manufacture, shall
be deemed guilty of unfair discrimination and upou conviction thereof, tlull be puuished by a
fine, not to exceed five-thojsand dollrrs, or by imprisonment iu the comity j ail, uot to exceed
six months."
