American vol unteers have been tried and not found wanting. When the volun teers were given a chance to enlist in the regular army in the Philip pines they oame home, for they bad enlisted in the Spanish war and bad fought nobly until that war was concluded. They had no stomach for the Filipino war, and some 97 per cent came home as a moral right. The regular array is composed of men who enlist for 0pp0rted him in the past and who employment That employment is either field work or garrison duty. They are Ufobpy orders, as does the volunteers, with the exception that the volunteer enlists with a principle behind his purpose. The regular enlists for fighting as he is told regardless of the moral state of the war whether for conquest or whether not. Here in the dif fcrence, and it is recognized by nil are1 now practically termed 'an archists" by him, have his political measure. His position is certainly that of a demagogue, whether or not he knows it. Tno Sewell brothers and Mr. Hare went from a majority party in this district, to a minority party. Mr. Huston, in 1896, fought the minority party, giving aid to authorities.
