Kectinn 27U4 of our Statute, In the for mer ai well as in its amended meaning, provides for an additional bond to be given by the Sheriff before he enters upon his duties as tax collector, "in such sum as the County Court may direct." The wording of the part of this tection of law cited, may and may not in their literal sense, be mandatory. But be that a it may, we deem it unwise to establish a precedent by delivering the tax roll of the County duly provided with the warrant of the County Court for the collection of the tHxeg to the Sheriff, be fore such additional bond referred to in said section of law, is furnished and approved. We are led to make these remarks hy the condition of things as we have found them to be upon investigation, and which are as follows, to-wit : According to the notices sent out as required by law, the Sheriff commenced, to collect the taxe on the 24th day of Feb ruary, of this year, while his additional Ixmii, as provided in said Section 27U4, was not hlcil oeiore tne inn uay oi Man )), of this year, and the Certilicate of Approval was still lacking on the 20th day of March, the day we had inspected the same. It is due to the Sheriff, however, to state that this additional bond of his, after il being completed, we deem lo be a good one. Several Counties in our State having suflered severe losses but recently, due largely to official carelessness in tins very matter, and our own County, having stood on the threshold of its own experience not very long ago, we, speaking as the Grand Jury for this term of the above named Court, upon the risk of being called ollicious or meddlesome, have no apologies to otter for investigating these matters. One subject more, Your Honor, and we are done. Through proper channels it has come to our knowledge that there is a tendency, in some of our Justice Courts, to make costs aod incur expenses for the County, wholly at variance with sound principles of economy. The statement that other Counties suf fer in the tame way does not lessen the wroiiK. Who and who has not (oticoctcd the scheme we have no time to mid out, but it was arranged that this prisoner, awaiting his trial by fair-minded men within a very few days, and in a Court presided over by an impartial Judge, as well as a learned jurist, should have a hearing first in a Justice Court. Weaver, who ran on the populist ticket for the presiden cy in 1S'J2. addressed a packed house iu the Circuit Court auditor ium on Monday evening. Mr. Weaver is well along in years but is a veteran campaigner. I or years he has delivered political speeches and uhile he is in no sense an ora tor, that he is an interesting talker goes without saying. The fpeech of the evening was somewhat of it surprise lo the populists who are strenuously adhering to the propo sition that nothing but "The Omaha Platform can give relief as the Gen eral touched only upon the silver issue and before concluding bis speech stated that the silver conven tion and populists at St. Louis would unite on a silver platform. This is the question which must first be settled he contended, and doub.less this must have hurt that element which has been charging "treason" hovering around the folds of the Ex ecutive Xational Committee of the populist party. It appears that the sacred vagaries of the Omaha plat form are to be eliminated from the new platform and doubtless the name of the new political movement will be in harmony with the pro posed issue. The General's speech was not abusive and that he is tact fill, in occasionally rapping the dem ocrats to the enjoyment of therepub ublicans and then reversing the situation, goes without saying. The crowd was a good natureu one, the per cent of attendance seeming ly having not been drawn to party lines The Gules Creek band, con sisting of a fife and two drums, fur nished the instrumental music, and the songs sung by the Ogden fam ily were well received. Vve have found that our County is pay ing its current debts as the taxes are paid in every year, and we are h ippy to be able to slate that outside of a few months' warrants, there exists no interest hearing debt against the County, stive a disputed claim of the State of Oregon for some 7 ,0011. 00. While this state of thinus is largely due to the friiL'al habits and the plain way of living of a generation of which we are part no longer, we are perfectly willing to dive the present as well as the former Ad ministrations of County Commissioners credit for a just part thereof. Making use of our prerogative as grant ed by Section 1252 of our Code of Laws, we have made an inspection of the Official Bonds under which our County Officials are performing their duties, and here is the leault of our Investigation. On the Bond of the County Clerk, we find that at the execution thereof, he himself has acted 11s the ollicer of the law, taking the justification of the sureties to his own bond. We have our doubts as to the legality of the proceeding, letting alone the point of propriety. In iustieo to the Clerk, however, we are quite willing to state that in our opinion the matter is merely an oversight on his nart. Ban ! iik this defect, which may be more technical, we deem his bond a strong one. Good and sufficient bonds have also been filed and have been approved by the proper ollicer or officers designated hy law, by the Recorder of Conveyances, the County Assessor, the County Surveyor and tlie-Connlv Coroner. The bond of the Sheriff and the bond of the County Treasurer we deem ample, also when taken and considered in their ntireties. BUt when considering each of these two FOR THE SEASON. Driving Association Great Work. Doing The Washington County Speed and Driving Association is having great chi in es made at the race track and fair grounds. Already great alterations for the better have been made in the track, especially at the curves, and a shoulder has been graded against the fence so collisions with the pole will be averted The curves have been widened about one-third, and this will give ample room. Ihe old stalls have been torn down and new ones erected in their place. This will gie stable room for a largo number of horses. New fence will be built around the grounds and especial attention will be given the new grand stand which will occupy the site of the old one. The new structure will lie roofed and the floor will be elevated eight feet from the ground. The judges' stand will be set back and repaired and when the work is all done one of the finest equipped tracks in the state will be located at Hillsboro. The Association is work ine with a vigor and the right men have been ulnced at the head. With everything in ship shape the fair which is contemplated this tall can be made a grand success and the ul timate of the race meet in July is unquestioned.
