THE SUNDAY OREGOXIAX, PORTLAND, DECEMBER 3, 1923 21 SEMTE FDR SHIP BILL MEXACE TO SUBSIDY LIES IX BLOCKING OF VOTE. Insurgent Republicans Declared to Be Planning Filibuster to Force Extra Session. BY MARK SULLIVAN. (Copyright by the Hew York Evening Post. Published by Arrangement.) WASHINGTON, D. C, Dec. 2. (Special.) The best judgment Is that there are enough votes to pass the ship subsidy bill in the present senate, provided it is permitted to come to a rollcall. Of the 80 demo crats in the senate, two are expected to vote in favor of the bill. These are the senators from Louisiana. With these two added to the total republican strength of the senate there would be an aggregate of 61 votes, but of the 59 republican sen ators, it is expected that 13 will , join the main body of democrats in opposition. If this computation should turn out to be accurate, the result would oe 46 voteB against the subsidy and 50 in favor of it. But the real menace to the sub sidy lies not in its coming to a vote, but rather in a filibuster, which, if it comes, will proceed more from the 13 insurgent republican lenatorB than from the democrats. The pres ent disposition of the democrats is not to filibuster and not to force a special session of the new congress after March 4. The insurgent re publicans, on the other hand, are very much disposed to filibuster on the Bhip subsidy bill, and also, for other reasons, to force President Harding to call an extra session aft er March 4. The insurgent repub lican leaders tala the position that Uncle Sam haB hired a lot of new men to run the show and that the men should have a chance to see what they can do without waiting a full year, until December, 1923. WILLPOLO REACHES TACOMA Long List of Vessels Due Within Next Few Weeks. TACOMA,' Wash., Dec. .2. (Spe cial.) With the arrival of the Will iams line vessel, Willpolo, which docked just astern of the Hakushika Maru, the Tacoma port terminals locking list for the first half oi December became effective with a long list of vessels due wIThin the next few weeks. The Willpolo brought general freight from New York, Philadel phia. Norfolk and various other east coa.st points for Tacoma and neigh boring cities. To date 11 other vessels are sched uled to arrive at the port terminals prior to December 15, and new dates are being received with considerable frequency, it was said by port offi cials The Carylon, of the Steele S-team-Bhip company, is due to reach port tomorrow from New York direct and hor. Tacoma freight will be followed two days later by the Tacoma-built motorshlp Kennecott, which is bringing a large shipment of goods consigned to southwest Washington merchants. WILLAMETTE RIVER IS iOW Rise Because of Rains Is Not Ex pected Immediately. The Willamette river at Portland, having had an average mean stage. ' of 2.1' feet above zero during No vember, whereas the normal heighth, based on past tallies, is 4.1 feet, maintained the lowest stage for the same period since November, 1917, when the mean average was 1.8 feet and previous to that the lowest in November was in 1895 with a stage of one foot In 1905 the November record was low also, 2.3 feet being the average. A rise because of late rain is not in early prospect, Edward I Wells, meteorologist of the weather bu reau, pointed out that usually at least two heavy rain periods are experienced before a marked influ ence is noted in the stage of water. As a rule the Upper Willamette conditions permitted the resumption of navigation beyond Salem and as far as Corvallis by the middle of November, but this season it is said that would have been a drawback. Dredge Completes Channel. HOOD RIVER. Or., Dec. 2. (Spe cial.) A dredge brought by Colum bia river transportation interests and apple shippers has completed cutting a 10-foot channel from mid stream to the local docks. The dredging was made necessary to fa cilitate movement of apples from here by boat to Portland terminal docks for export to the United King dom.
