MEXICO CITY, March 20. A presi
dential decree issued yesterday au
thorizes the granting of concessions
for the exploitation of oil lands in
territories belonpins to the nation.
The decree provides that conces
sionaires must comply with existing
laws regulating the petroleum indus
try, including their assent to the or
ganic petroleum law which a future
congress must enact. In addition to
affirming national domain over both
surface and subsoil of those national
lands wITich are to be opened to ex
ploitation the decree reaffirms, na
tional right to the subsoil of all oil
. lands in Mexico and fixes the prefer
ential classes for the granting of
concessions to national lands as fol
lows: First, those holding oil concessions
bordering federal lands opened for
exploitation: second, those holding
lands bordering national lands but
not having oil concessions for the
lands they now hold, and, third, those
holding oil concessions within two
kilometers of national lands.
Concessions are to be granted for
10 years, with a renewal right under
-the federal executive department's
consent.
The government tax consists of 5
per cent of production for the first
1000 cubic meters of petroleum, and
20 per cent for 5000 cubic meters
daily and over, the tax being paid
in cash or in oil. The government
is to take ,its share as scheduled
should a producer produce 50 per cent
of a well's capacity.
Concessions are to be granted to
natives or naturalized Mexicans or
companies organized under Mexican
laws exclusively. In addition to being
subject to all existing Mexican laws
and petroleum regulations conces
sionaires may not transfer their con
cessions to a foreign government or
company nor admit them as asso
ciates.
Article 24 of the decree provides
for the confiscation of a concession
buildings, deposits, etc., by the gov
ernment should a concessionaire
asked protection from any foreign
government or admit a foreign gov
ernment or a foreign company as an
associate. Nullification of a conces
sion is provided for should a conces
sionaire fail to comply with other
regulations, including the drilling of
the required number of wells, the
payment of taxes, and other provi
sions of the law.

Adopts Drastic Resolution.
BAKKKSFIELD, Cal., March 20

California building trades council Fri
day unanimously adopted a drastic
resolution urging legislation abrogat
ing the "gentlemen's agreement" be
tween t:iis country and Japan; deny
ing the rights of citizenship to any
Japanese, whether born in this coun
try or not; denying the right of Jap
anese to own or lease land here and
absolutely prohibiting immigration of
Japanese into this country.
The conventi n pledged its support
to the movement to organize school
teachers throughout the state and
country and individual delegates
promised to assist in every way pos
sible in securing more adequate sal
aries for the teachers of their several
communities.
California probably would have to
stand alone in the solution of Japa
nese problems which have since de
veloped.

HUNGARY WEEPS AT PACT
Peace Treaty Called 'Sentence of
Death" by Apponji.
PARIS. March 20. The Hungarian
peace treaty is a "sentence of death,"
Count Albert Apponyi. head of the
Hungarian peace commission, der
clared in the first of two articles he
has given to the Associated Press.
"The lecision of the allies was
based on one-sided information, and
Hungary never got a chance to pre
sent thefaets of her own problems
from her'own point of view," he says.
Analyzing the treaty, he declares

two-thirds of her territory and popu
lation and gives to what is left de

Japanese Government Reported
Seeking Negotiations.
TOKIO. March 20. (By the Asso
ciated Press.) It is understood hpre
that the government has instructed
Yukichi Obata. the Japanese minister
in Pekin, to begin negotiations im
mediately for a speedy settlement of
the Shantung questfon, as the views
of the Japanese and Chinese commis
sioners appointed to investigate' have
been found to concur in the main
points and Japan is ready to make
large concessions toward an amicable
solution.
SAN FRANCISCO, March 20. The
national assembly of China, sitting
in Pekin, is reviewing a request from
the Japanese minister at Pekin for
opening negotiations for a settlement
of the Shantung question, according
to a dispatch dated March 17 to the
Sai Gai Yat Bo. the Chinese World,
a daily vernacular newspaper here.

Controversy Is Denied.
SANTIAGO, Chile. March 20. Luis
Barros Borgono, ex-minister of for
eign affairs and at present chief of
the information bureau at the foreigu
ministry, in an interview today de
nied that Chile had assumed an atti
tude for or against either Peru or
Bolivia In the present controversy.
He declared unfounded the assertion
by certain Peruvian circles that Chile
was furnishing war materials to Bolivia-Peru
has protested against the Bo
livian claim to a seaport in the prov
ince of Arica, at one time Peruvian
territory and held by Chile since the
war of 1S79-83. Th situation has
given rise to demonstrations in both
Bolivia and Peru.
