The manifesto charges the social ist government with overburdening the people with taxation, failing to create conditions for an increase of production in all lines, suppressing newspapers which criticise it and otherwise interfering with personal liberty and refusing to dissolve the national assembly and issue writs for new elections. "Last, but not least," says the manifesto, "a government whose chief spokesman is Erzberger must be swept away. It further declares that a change of government is purely an internal affair and a German question, which alone concerns the German people. It promises to use every, effort to maintain internal and external peace and prevent'a recurrence of the mis' takes of "a government now happily defunct and obsolete." Capital Is Surprised. The Ebert government had knowl edge beforehand of the pending counter-revolution, but the precau tions taken proved to be entirely in adequate. Outside of the security police and the Noske defense troops on patrol, nothing indicated at 3 o'clock this morning that Berlin would wake up to find the Ebert government turned out. The presi dent himself left Berlin with some of his followers two hours after that time. Admiral von Trotha had been dis patched to Doeberitz Friday night for the purpose of conferring with the troops and admonishing them to desist from any violent procedure. He returned and informed the cab inet that the agitation had subsided, but the danger was not wholly re moved. The realization was finally brought home to the cabinet that the army which Minister Noske was supposed to control was far from being the -loyal organization he counted upon and that the Berlin garrisons had also been inoculated by the officers of the old school and were ready for the rising when the BADEX IS DECLARED LOYAL Government Refuses to Recognize "Reactionaries'' in Berlin. KARLSRUHE, Baden. March 13. The government of Baden has issued a proclamation, saying that it does not recognize the "reactionary" gov ernment at Berlin and will have no intercourse with it. General von Da vans, commander in chief of the Bad en army, declared this afternoon that he would support the Baden govern ment against the new Berlin govern ment. In an appeal to the people of Baden to support the administration. Gen eral von Davans says: "The existence of the state Is In danger, hnemy occupation is men acing us. Save the republic!" call came. The secrecy with wnicn the revolution was planned and car ried out has stunned everyone. Field Marshal von Hindenburg is re ported to be favored by the new reirime for imperial president, but thus far he has remained in the back Eround. The former minister of for- eien affairs. While the movement was carried out rapidly and in apparent order, there is an undercurrent of anxiety among the people in Berlin as to pos sible future occurrences. Counter measures are expected soon, although the Kapo government has taken pre cautions to place those members of the former government who could be reached under arrest. The entrance into Wilhelmstrasse from Unter Den Linden was barred off with barbed wire and further pro tected with field guns and maahine guns. Numerous troops with their lorries and field kitchens were sta tioned outside the British embassy close to the corner. Their flag, Ger many's former naval colors, was leaning against the embassy window. p'orrifirnera Aot Molested. There was no attempt to molest foreigners, and members of the allied missions found no difficulty in pass ing in their cars through the barri cades. The ordinary Berliner seemed to treat the counter-revolution light ly, but on, investigation one found a freneral feeling of uneasiness as to what the future might bring. It was thought that agrarians, who nearly support the movement, would send food to Berlin quickly and in as large a quantity as possible in order to maintain the prestige of the new gov ernment. But no one knew what the workers in the Ruhr coal fields and the railwaymen would do. Alexander Plata, near the police prefecture, was crowded with people this evening, for the most part work ers, the number of whom was esti mated at 50,000. Chief of Police Stays. According to the Tageblatt. the counter-revolutionary troops are com posed principally of the Erhardt and Lowenfeld brigades, about 8000 in aiL The chief of police, Eugene Ernst, replying to the request of General von Luettwitz to remain at his' post to prevent disturbances, said that, while it would be to the interest of the fatherland for him to remain provisionally at his post and do any thing in his power to avoid civil war and fresh bloodshed, he could only give bis final answer after consulting his party friends. MIXISTRV CALLS FOR HELP People Urged to TliroUle Military Dictatorship. BERLIN. March 12. The proclama tion issued by the members of the old German government read in part at follows: "We refuse to bow to this military constraint. We did not make the rev olution in order to recognize again toda" th bloody government of mer cenaries. We- enter into no covenant with the Baltic criminals. We j CO IP SURPRISE TO BRITONS Germans in London Declare They Arc All at Sea. LONDON. March 13. The revolu tion in Berlin was an entire surprise to London, apparently to none more than the German legation here. The secretary of the legation, Herr Schub er, said tonight: "Xot a word has been received from Berlin. How far the movement is a monarchist one it is impossible to say. We never dreamed of anything of the kind and are unable to understand it-" SUBMARINE GOES ASHORE Report Indicates Boat on Beach on Santa Margarita Island. SAN FRANCISCO, March 13. A re port of a United States submarine ashore on Santa Margarita Island, near Magdalena bay, Lower Califor nia, was received today at Mare Island navy-yard. The message came from the military radio station at Tucson. Ariz., and follows: "March 12 message for La Paz, Lower California, signed United States Eagle, S P. M., addressed all ships, reported TJ. S. H-I beached on Santa Margarita island; crew on beach." The report is being investigated. Test of Strength of Factions Long Held Inevitable. ENTENTE NOT DISTURBED Xo Fear Felt at Washington of Ac tion by Germans That Would Antagonize Allies. INVITED NATIONS ALL IN Salvador and Venezuela Last to Accept League Covenant. LONDON, March 13. Salvador and Venezuela have deposited their dec larations of assent to the covenant of the league of nations, thus complet lng the list of 13 nations invited to become original members of the league. Venezuela's action has not yet been reported from that country. "BIG BERTHA" SURPASSED French Get Patents to Gun That Has Thrice Range of German. PARIS, March 13. (Havas.) The government has acquired the patents to a new gun which has a range three to four times that of the Ger man "big Bertha." This is reported by L'Intransigeant. WOMAN KILLED BY AUTO (Continued From First Pagr.) daughter as the driver put on his brakes and skidded. The woman was thrown about 15 feet, while the child was knocked down, but not injured. Patrolmen Burdick and Slump were standing on the street corner, and the impact of the collision threw the child directly at their feet. They picked her up, and then carried the mother into a restaurant, where she remained until an ambulance called for her. Physicians say Mrs. Newbury's skull was fractured. Her husband died a few weeks ago in Hoqulam, Wash., and the family was moving to California, where two Other chil dren reside. (By the Associated Press.) News of the revo lution In Germany sustained the con viction of some officials and diplo mats here that a test of strength between the socialists and the mili tary and conservative element was inevitable. They said the military and conserv ative parties had seized upon every demand of the entente for the en forcement of the armistice and peace terms to goad the pride of the Ger man people into resistence and had not found it difficult to fasten re sponsibility for acceptance of these terms on the Ebert government. Signs of a marked change in the feelings and attitude of the German people have not tie en wanting and the recent attacks by mobs in German cities upon members of the allied com missions and the tenor of recent Ger man notes regarding the fulfilment of peace terms have prepared entente diplomats here for some such devel opment as came today.- While using this public feeling to place themselves in power, the revo lutionists, in the opinion here, Will avoid antagonizing the allied governments. Germans Averse to War. Knowing the deep-seated aversion of the German people to a renewal of war, it is felt that should they gain complete control, they will take no steps justifying a forcible mill tary occupation of the country by the entente armies. "Germany is flat on its back, said one diplomatic representative today, referring to the military resources of the country. He said that wnile still strong in manpower, the Germans lacked the raw material, food sup plies, ships, aircraft and railway cars tfnd other material necessary for ex tensive military operations. Suggestions that the revolutionists might seek a union with the.Iiussian bolshevik! are discounted here. Such union, it is alleged, would provoke the- firmest opposition of not only Great Britain and France, but the United States. Officials said, however, that the revolution might indirectly play into the hands of Lenine by giving a new and powerful impetus to the Spartac- ist movement. The rise of any re actionary regime against the govern ment of the social democrats, it was said, naturally was calculated to pro voke the communists and radical so cialists to extreme action. Civil Strife Inevitable. This view seemed to be borne out by the first move of the Ebert gov ernment the issuing of a proclama tion calling on the proletariat to join a general striKe. With the-revolutionists In control n Berlin and the Ebert government set up in Dresden, some observers ere regard civil strife as practically certain. Military officers said the outcome very probably would depend upon the loyalty of the Ebert govern ment's troops, although it was ad mitted that if a general strike took place, the socialist government would be given a very powerful weapon. Official news of the revolution did not reach Washington until late in the day and added nothing to press dispatches. The first message was from the American legation at The Hague and was somewhat garbled. and the second was from Paris. Information in Paris, which is based on press dispatches from Berlin, is that a general strike has been de dared by the socialist parties in Ber lin at the instance of Noske.
