The Foreign Minister declares in his atateraent the opposition of the French froTernment to any plan which would rive the present Bolshevik regime in Kussia any recognition whatever. The "criminal regime of the Bolsheviki." he insists, does not entitle them to recog- nltion as a regular government and France is resolved to continue treating the Soviet organization as an enemy. The statement, which Is over the sir rtature of the Foreign Minister, reads as follows: Brltlxh Flaws Oatllaed. Wash ington and Toklo. suggesting the send ing of a message to the government of the Soviets at Moscow, to the govern ments of General Kolrhak at Omsk. General P-ntktne at Ekaterinodar. and Nicholas Tschaikowsky at Archangel, and also to all the other governments constituted by the different Russian nationalities. "This message would Invite all the governments, and all Russian parties, completely to cease hostilities, violence and reprisals and establish peace both among each other and with the neigh boring states. This truce would be re quested for the duration of the peace conference, one of the ends of which is to re-establish peace In Russia and the neighboring countries and bring the desired succor to the suffering popuia tions. Freaeh Goverwmeat Protests. n case the various Russian gov ernments, including that of the Soviets, should comply with this Invitation, they would be permitted to send delegates to the peace conference. While render ing full homage to the generous spirit of universal reconciliation with which the British Government was Inspired in making this proposition, the French trovernment Is unable to give its ap proval to such a suggestion, which fails to take Into account the principles which have not ceased to dominate its policy and that of the powers in Rus sia. Great Bri tain. French Foreign Min ister. Officials recalled that Great Britain was the first nation to declare against the Bolsheviki regime In Russia. France toon followed with a similar declara tion. Secretary Lansing in formal notes to the allied belligerents and to neu trals asked that the Bolsheviki be re garded as enemies of all governments. Later It was stated that replies re ceived by the State Department Indi cated that the civilized nations of the world were arrayed definitely against the Bolsheviki. The I'nited States repeatedly has made It plain that it would aid In the rehabilitation of Russia and the resto ration of a government of law and or der in that country as far as compati ble with Its policy of non-tnterferenre. It baa furnished substantial aid to the governments at Omsk. Archangel and in the Don Cossack region. Arms, mu nitions, food, clothing and medical stores have been furnished when the governments to which they were sent, proved their good intentions and their; Americans, Russians and Poles on Xorthern Front Subjected to Machine Gun Fire. KRASXOYASK, Siberia. Sunday. Jan. S. By the Associated Press.) When trains carrying allied forces westward over the Trans-Siberian Railway reached this city they found Russian troops had been fighting aFrainst Bol shevist contingents about 10 miles to the southward. The Bolshevists apparently plan to harass the Russian and allied forces along the railway and may try to cut communications between Eastern Si beria and the Ural battle front, to which allied troops and munitions are being forwarded. At Irkutsk it was learned that Gen eral SemenofC had advanced from Verkhne L'dlnsk to Misavaya. There was some apprehension there as to an attempt to send troops further west as the situation Js uncertain and civil war is general in Eastern Russia. It was said that unless the railroad is defended by American and allied troops there is danger that Omk will be cut off from Vladivostok. Captain Ladoux Declared to Have Mislaid or Destroyed Proof Against Certain Officials. ARCHANGEL. Friday, Jan. 10. (By the Associated Press.) The new po sitlons of the Americans, Russians an Poles on the river Onega sector were subjected to a heavy Bolshevik machln gun Are Thursday. The allied po sitions on this sector now are at a vil lage about eight miles in the rear of the farthest point reached in the ad vance of last week. By the arrest of Captain Ladoux, for mer chief of the counter espionage bu reau in Paris, the French judicial au thorities appear to have connected an other link in a long chain of treason In France. Ladoux already isimpli- cated more or lees directly In several affairs of intelligence with the enemy now being examined by Paris courts martial. A document he is said to have de stroyed or mislaid contains proof of treasonable dealings of one or more prominent French politicians, one of whom is even now awaiting trial be fore the high court. So far the docu ment, or,, rather, a photograph of it, for the original is still missing, is etill mystery in part because of its cyphered message portion, which reads: "You'll deposit funds in Bank. Another phrase mentions a French man whose name comprised eight let ters. This is thought to refer to Caillaux. Ladoux. who has held many impor tant posts during the war. the principal of which was the one referred to above and whose financial status was de clared recently to be irreproachable, is thought to have secreted the docu ment in order to shield many of his supporters, possibly some of hie chiefs. Great interest is shown by the French public in these affairs of trea son which have suddenly become prominent again. The general opinion seems to be that all canes of intelli- j gence with enemy espionage form one big plot, aimed at bringing France and STEAMER. CALLS FOR HELP Castalla Sends Wireless That Ship Is Sinking. HALIFAX N. S.. Jan. 11. The steam er Castalla, wnich sent out wireless calls for assistance this morning, say ing that she was sinking, was still iking, i afloat at 7:30 o'clock tonight. A wire less message received here said th; crew was still on board. The wireless message this morning reported that the Castilia was sinking 65 miles south of Canso. War Fijien are rushing to the Cas talia's assistance, the Bergensfjord be ing 170 miles away. The latter is an lS-knot boat.
