Victor Ocboa, original Mexican revolutionist against President Diaz 20 3-ears ago. was arrested here today by the Amer ican Federal authorities and charged with a violation of the neutrality laws. Ochoa is alleged to have been implicat ed In the arrival here several days ago of a consignment of 140,000 rounds o: ammunition and several cases of rifles, presumably Intended for the Mexican rebels. He failed to furnish a J3000 bond. Ochoa served two years in Fort Leavenworth prison 18 years ago for violating the neutrality laws in ammu nition smuggling, and has a brother, Eduardo Ochoa. wjio is imprisoned here on tho same charge awaiting trial. Scheme Believed Blocked. Two other Mexicans were arrested with Ochoa and the American officials believe they have stopped a schem to furnish the rebels with a large quantity of much-needed ammunition Reports from the rebel xone indicate that the bulk of the insurrecto army is en route westward in the muuntains that divide the states of Honora and Chihuahua. Reliable advices from the Interior declare that fewer than 1000 rebels are left between Juarez and Madera, the southernmost outpost of rebels on the Mexican Northwestern Railroad. Raiders Burn Bridges. That a small band of rebels has dashed in behind Chihuahua City and burned some bridges near Bachimba, 46 miles away, was confirmed today by telegrams from Chihuahua. W ire com munication, however, has not been cut. No trains have arrived in Chihuahua from Torreon in three days. Six hundred federals are reported to have reached Minaca, 125 miles west of Chihuahua on the Mexican North western, and will move westward on the trails guarding the entrance to the state of Flnaloa, blocking any southern movement by the .rebels after they in vade Ponora. Without opposition the rebel vancnard bound for the states of Sonora and Sln aloa reached the mining camp of Do lores, southwest of here, today. Onlv 60 federals had held the place and they retired before the rebels appeared. General Antonio Kojas left Madera lo'Jay to follow the vanguard of the rebels invading Honora. General "Cheehe" Campos arrived in Madera to- day with 1(00 men. He encountered no federals on his trip from Sauz, on the Mexican Central. General Orozco has ordered him to follow General P.ojas into Sonora. General Rojas. before his departure, arrested Lieutenant-Colonel Marcelene Vllareal and his entire band of SO men. who robbed two of the Madera Lumber Company storehouses. Shaffer Is in the Pasa dena City Jail. Shafftr Vaa arrested in a Los Angeles hotel Jrthe detec tives. -L With Shaffer was a boflrunfuVblonde frlrl of 17, who, the detectives assert. is from Berkeley and is innocent of any of the crimes charged to Shaffer. According to the officers, Shaffer has had an eventful criminal career in the north. They say that he is wanted In Seattle, Spokane, Portland, San Francisco and Berkeley for check forgeries Involving hundreds of dol lars. Burns agents also assert that Shaffer was implicated in a recent dia mond robbery In Seattle, when jewels were taken from a store in broad day light. That the cities of America can reap greatest benefit from the era of commercial de velopment that is to follow the open ing of the Panama Canal when their municipal debts are kept at a minimum was cne of the points emphasized by LeGrand Powers, chief statistician of finance and city government of the United States Census Bureau, In an ad dress delivered this afternoon before the Commonwealth Club at the Palace Hotel. Powers spoke at length on various phases of municipal government, tell ing of the relation of city business af fairs to modern civilization. Although the subject of his address was an nounced as "The City Road to Bank ruptcy, the speaker handled his sub ject broadly, and declared that though municipalities were extending the Held of their activities and causing a con sequent increase in expenses, it was a sign of prosperity and progress, and above all. an indication that the people themselves are trying to keep their municipalities abreast of the age. Powers came West to attend the re cent session of the National Municipal League held in Los Angeles. He has been In San Francisco for several days. He will leave for the north tomorrow, and intends speaking in Portland and other cities. While in the Government service Powers has made a special study of the manner in which the cities oi the United States are spending their money. He is considered one of the country's leading authorities on matters of mu nicipal finance. SUSPECT TAKES OWN LIFE Suicide Kollows Finding of Body of Murdered Woman. ALLEXTOWX, Pa., July 20. Erie Schaefer, of this city, a former theatri cal man. for whom the police had been searching in connection with the mur der of Miss Lovtna Price of bcranton. Pa., who was found dead in her apart ments today, committed suicide on Le hich Mountain this aftternoon. Miss Price. 21 years old. better known here as Lowanda Brown, was shot d-ad and William Vrff was fatally wounded in Mian price's room. Appar ently, the woman was killed while asleep. Free was found on the floor, unconscious, with a bullet in his fore head and finxer shot off. In a quarrel about the woman a year ago. Free broke Srhaefer's jaw. CLARK TROPHY OFFERED Portland AVoman to Give Silver Cup in Tncoina Tennis Play. Hiss Susan Clark, of this city, yester day announced that she would offer again a silver trophy to be played for in the Tacoma 'tennis tournament next month. Miss Clark offers the cup to the club, outside of the Tacoma club, which wins the largest number of points in all events of the tournament. This is the second year that Miss Clark has offered this trophy and It Is probable that Irvlngton and Multno mah clubs will send a large number of players from this city. Engineers to Picnic Today. Membors of the Steam Engineers' Union and their families and friends will Journey up the Lewis River, as far as the bridge near Oentralia, on the steamer Joseph Kellogrg, for their an nual picnic. A large and varied pro gramme of athletic sports. Including a baseball game between the clgarmak ers and the steam engineers, has been arranged. Valuable prizes will be awarded the successful contestants. The steamer leaves the Washlngton stret dock this morning at 8:30 o'clock, and will return this evening. W. H. The Italian government admitted in an official note issued today thut a flotilla of Ital ian torpedo-boat destroyers attempted yesterday to enter the Dardanelles. The destroyers succeeded in advanc ing to Canak-Kalesi, when it was de cided to withdraw because of the severe bombardment directed at them from the Turkish forts and ships. The Italian vessels, tho note adds, were not much damaged. The official communication says that a flotilla of torpedo-boats while per haps pursuing the enemy's torpedo- boats or for the purpose of recon n ottering, made a da.h into the Dar danelles.
