means of an educational campaign will
be the main feature of the work of the
state forestry department during; the
fire season this year. At 'a meeting
yesterday of the State Forestry Board,
held in the forestry headquarters In
the Yeon building, plans for systematic
protection . work were outlined and
State Forester Elliott was instructed
to begin at once the organization of
a force of workers for the state and
for the various lumber and timber land
owners and interests. ' At the meeting
were Governor West. L. S. Hill, of Cot
tage Grove; J. H. Buxton, ofr Forest
Grove; George L, Feavle, of Corvallls;
A. P. Sprague, of Portland, and F. A.
Elliott, State Forester.
The state will have 75 paid patrol
men to guard the forests and carry on
the educational work, the various coun
ties will have special guards and the
timber owners and lumber companies
will have about 600 men in the Held.
All will serve during the rest of June
and during July, August, September
and the first part of October under the
direction of the State Forester and nil
assistants. -
Prevention Will Be Watchword.
The plan to be worked out will be
along the line of Are prevention instead
of fire fighting. To make this possible
the full force of patrolmen will be
deputized and will start as soon as
possible to visit lumber camps, the
homes of settlers, farmers and campers
and explain to them the need of using
precaution . in the handling of . fires
where there is danger of its spreading.
Warnings will be given against leav
ing camp fires or carelessly throwing
away cigarette or cigar stumps in
places where fires might be started in
consequence.
- Figures have been complied to show
the damage a forest fire does to & com
munity, and these will be made use of
in the educational work. It will be
shown that while a fire might not dam
age directly the property of many of
the residents of a community, every
resident Buffers loss by reason of the
value of the timber and the. wages
which would be paid to prepare It for
the mills.
It will be shown that every acre of
timber destroyed costs the state as a
whole, and the community where the
fire occurs In particular, a large amount
of money.
' ' Aid of Settlers Asked.
The forest patrolmen will elicit the
aid of settlers and campers In the pre
vention of fires, and will ask them to
spread- the gospel of proper protection
to all newcombers In the forest sections
not visited by the deputies.
In addition to this, cloth signs will
be posted throughout the forest sec
tions warning the public against starl
ing fires or being careless with cigar,
ettes, cigars, lighted matches or camp
fires. These signs will be posted in all
places where campers. or others can see
and read them.
Manv of the counties already have
Taken steps to protect the forests, ac
cording to reports received by Forester
Elliott within the last few days. The
County Court of Columbia County has
appropriated $700 for the work, and the
County Court of Jackson County has
given $500. Others will make appro
priations within the next few days. ' '
Timber Owners Hire Bis; Force.
Investigation of the plans of the tim
ber owners show that they will employ
a force of at least 600 men, which is
much larger than usual. These men
will be prepared at all times not only
to SDread warnings and carry on edu
cational work, but also to fight fires.

A. P. Sprague. a member of the For
estry Board, declared yesterday that
the people are greatly interested in ior

The fact that the timner ana lum
ber interests pay one-half of the taxes
of the state." said Mr. Sprague, "should
ontitln them to the best of protection.
An appropriation of $200,000 Is actually
needed for the work."
