LOVE NOT JAP MOTIVE GREAT BRITAIN'S BEL IFF FRIENDSHIP SHATTERED. Mikado Giving; Shipbuilding Con tracts to AIlj Because of Inability to Handle Same at Home. LONTX)N. Dee. S. tSpeclal.) When Japan recently gave orders for a nev dreadnought to be built In England the proponents of the Engllih.Japan- ese alliance were loud In referring to this set as having been inspired solely by a desire of Great Britain's Far Eastern ally to prove by friendship the pact was not obtained with the flavor of business bargaining, but simply In tended gracefully to draw mora tVhtly the "ties of alliance." All this sentiment haa been rudely shattered by Fred T. Jane, naval ex- i pert and student of International flght- ng ships. "The report that Japan, while leav- ng five of her own shipyards empty. has ordered a dreadnought to be built n England to show bar admiration for the Anglo-Japanese alliance, is some what weak In the matter of assigned cause, r. Jane asserts. "The actual facts appear to be that although Japanese yards are now fully apable of turning out moderately slsed vessels and very good destroyers. the building of monstrous battleships rather beyond the capacity of their existing plants. This probably ex plains ths' tremendous delays in recent apanase construction. It Is far cheaper nd expeditious to have a ship built outright In England than to Import large quantities of material to be put together in Japan.
