Krfst battleship Ielaware was success
fully launched from the yards of her
builders, the Newport News Shlpbulldtns
and Drydock Company today. The
launching wis witnessed by S'W people.
Compared with the battleships, com
pleted or under construction, of the
nary of any foreign country, the Dela
ware surpasses all. She is one of four
sister ships authorized by Congress,
which will form an indomitable squad
ron. The other vessels are the North
I'akota. being built at Quincy. Mass.;
the Florida, which will be built at the
Kew York Navy-Tard. and the Utah
to ba built at Camden, N. J.
Vessel Powerful and Fast.
The Delaware is to carry as heavy ar
mor and aa powerful armament as any
known vessel of Its class; will have a
speed of :i knots and will have the high
est practicable range of action. The
range of her main battery guns will per
mit s broadside 2i per cent greater than
the broadside of any other battleship now
built, or so far aa is known, under con
struction. Her defensive qualities, other
than those dependent upon armor pro
tection, are such as to give the maximum
degree of protection to all the vital por
tions by means of unusually effective,
compartmental subdivisions, so that in
conjunction with her armor protection,
the defensive qualities. of this vessel are
believed to be distinctly superior to those
of any other battleship hitherto designed.
The hull is protected by a water line
belt" of armor eight feet In width, whose
maximum thk-knew Is 11 Inches. This
armor belt gives effective protection to
the boilers, machinery and magazine
spaces. The side above the main armor
belt is protected by armor seven feet
three inches wide and of a maximum
thickness of 10 inches. Above the main
casement armor amidships the side Is
protected by armor of five inches' thick
ness, which affords- protection to the
smoke pines, the major portion of the
secondary batteries of five-inch guns and
the hull structure.
The contract for the Delaware was
placed August 6. 1507. nt a price of

ment on trial of 20.000 tons, or 2100
tons greater than the British Dread
nought and 750 tons greater than Great
Britain's latest vessel of that type, the
Vanguard.
Among those present were Assistant
Secretary of the Navy Satterlee and
Governor Pennewell, of Delaware and his
staff.
The battleship was christened with
champagne by Miss Anne Pennewell Ca
hill. of Bridgewall. Del., niece of the
Governor, who had as her assistants
Miss Florence Hazel, of Dover, and Miss
Ellen Coleman Dupont. of Wilmington.
The launching was followed by an elab
orate banquet.
MILITIA TO STOP BOXING
Arkansas Governor In Earnest About
Reform Measures.
LITTLE ROCK, Ark., Feb. 6. Gov
ernor Donaghey today addressed a let
ter to the Chief of Police. Mayor and
Sheriff of Hot Springs Informing them
that sparring matches were contrary to
the laws of Arkansas and must be
stopped. He said that he would call
out the militia if necessary to enforce
the law to the letter. Governor
Donaghey today received a petition
from Bill McGulgan. the well-known
turf man. and other prominent citizens
of Hot Springs, protesting against the
fights.

demic here of pocketbook-snatchiug by
negroes.

SAN FRANCISCO. Feb. 6. The fore
noon session of the trial of Patrick
Calhoun, accused of attempted bribery,
was occupied in a fruitless attempt to
secure another Juror to add to the ten
already accepted temporarily to try the
case. The case was continued until
next Mondav. when the ninth panel of
talesmen, whose 75 citizens will make
a total of 770 examine, are to be ex
amined. Quake Victim at Home.
CHICAGO. Feb. . Mrs. Harold P.
Plnder, whol was the only Chlcagoan
in Messina. Sicily, when It waa de
stroyed during the recent earthquake,
has arrived in Chicago. Some of her
relatives lost their lives in the disas
ter. After the earthquake she went
to Palermo and helped take care of
sick and wounded refugees.

WASHINGTON, Feb. 6. After devoting
almost its entire session to the subject,
the House today passed a bill making
several amendments to the National
bankruptcy law. Clayton (Alabama)
made a desperate but unsuccessful at
tempt to secure the repeal of the law.

served Its purpose.
The bill is designed to correct certain
inequalities In the administration of the
law in various parts of the country and
amends the statute by regulating the
duties and compensation of receivers in
order to prevent excessive fees. It also
provides that any moneyed business or
commercial corporation, except a muni
cipal, railroad or banking corporation,
can file a petition for bankruptcy, there
by eliminating the discrepancy that has
heretofore existed when some court de
cisions barred many corporations In one
circuit that would be admitted into
bankruptcy in another. The bill restores
the language of the act of 187 which has
been settled by decisions of the courts.-
Prevents Secret Preference.
At provides further that in any compo
sition proceeding it would not be neces
sary to have an adjudication where the
composition Is effected, thereby removing
the stigma of bankruptcy that' always
attaches under such circumstances. It
prevents a few creditors from forcing
by involuntary proceedings a debtor Into
bankruptcy and then ' afterwards re
ceiving secretly additional compensation
or otherwise adjusting their affairs with
the bankrupt in order to have tho pe
tition dismissed without the knowledge
of the other creditors. It enables a
trustee, with the consent of the credi
tors, to appear in their behalf in pro
ceedings in court connected with his
discharge, thereby lessening the expense
by separating it from the whole estate.
AH Assets In One Court.
It confers ancillary Jurisdiction so that
all the assets of the estate can be
marshaled substantially In one court,
thereby obviating tho filing of suits in
different courts where the property may
happen to lie. It provides also that, if
a creditor has reasonable cause to be
lieve that he was receiving a preference,
that shall be a bar to the debtor's dis
charge. With practically no debate the mes
sage of the President vetoing the census
bill was submitted to the census com
mittee for action. Parsons (New Tork)
attempted to amend the bill In accord
ance with the President's suggestions,
but without success. An attempt will be
made to pass the bill over the veto, but
action will be postponed until an oppor
tune time next week.

BILL PROVIDES INSPECTION
Importation of Diseased Nursery
Stock Prevented at Border.
WASHINGTON, Feb. 6. Having for
Its object the prevention of the Importa
tion of diseased nursery stock, a bill has
been Introduced by Representative Lamb,
of Virginia.
It provides that all nursery stock shall
be subject to inspection by experts at
such points of entry as the Secretary of
Agriculture may designate. It author
izes the Secretary of Agriculture to ex
tend the Inspection to fruits, vegetables,
bulbs or other plants not specified in
the bill, whenever he shall deem It nec
essary.
HOUSE TO ACT OX STATEHOOD
Xew Members May Be Admitted to
Union In Ten Months.
WASHINGTON, Feb. 6. The statehood
bill, admitting Arizona and New Mexico
separately to the Union, probably will
be brought up for consideration In the
House a ' week from Monday. The re
port which accompanies the bill states
that both territories could be admitted
as states within ten months after the
enactment of the bill.
The estimates accepted by the com
mittee give Arizona not less than 200,
000 and New Mexico over 400,000 popu
lation.
EULOGIZE SENATOR ALLISON
Senate Hears 19 Speeches of Praise
of La to Members.
WASHINGTON. Feb. 6. The splendid
qualities of mind and character of tne
late Senator William B. Allison. 35 years
a United States Senator and eight years
a member of the House of Representa
tives, were the subject of many eulogies
in the Senate, today. Nineteen Senators
spoke in praise of the public services of
Senator Allison. The addresses con
sumed the entire day.
May Make Hugo Cannon.
WASHINGTON, Feb. 6. For experi
mental ( purposes in' the line of naval
development and In anticipation of the
possibilities of the future, the1 ord
nance bureau of the Navy probably
will undertake the construction of a
14-Inch gun that will fire a 1400-pound
projectile. Designs for such a gun were
made more than a year ago.
POSSE FINDS PREY FLED
Find Wife of Man They Sought, Cut
Man Himself Escapes.
NEJV TORK, Fob. 6. Bent on avenging
the murder of John Connolly, superin
tendent of the coal docks at Port Read
ing, N. J., last night, armed citizens of
that vicinity searched the salt marshes
of the Jersey shore all night and today
for James Dick, with whom Connolly had
a dispute over the payment of rent Just
bsfore the shooting. Dick and his wife
disappeared following the shooting.
This afternoon the posse came upon
Mrs. Dick sitting on the railroad track
five miles southeaest of Chrome. She was
exhausted and in a pitiable condition.
She said that she kept up with her hus
band for many miles and that when she
could go no further he carried her. When
he. too, became exhausted, she induced
him to Abandon her to save himself.

Free Lumber Is Sought.
WASHINGTON. Feb. 6. While the
majority of the members of the House
committee on ways and means are pre
paring the new tariff bill, the Demo
crats of the committee are losing- no
opportunity to prepare themselves for
the fight which is expected to take
place on the floor of the House when
the bill Is introduced. It is not likely
that a minority bill will be introduced.
Five days were allowed for general
debate on the Dingley bill in 1897 and
two days for the consideration of the
bill under the five-minute rule for the
offering of amendments. The result
was that the chemical schedule, one of
comparatively little Interest, was the
only one that had been considered by
the time the two days for offering
amendment had been used up. The im
portant schedules and items of the
bill were never reached.
A number of the Insurgents and sev
eral members of the majority, who
have reason to believe that their par
ticular desires will not be gratified in
the new bill, probably will make a
strong fight to have sufficient time
allowed tills year ?o that amendments
may be offered to any or all schedules.
In a statement filed with the commit
tee today by James Elliott Defebaugh,
of Chicago, editor of the American
Lumberman, it is asserted that the prin
cipal witnesses who appeared before
the committee in advocacy of free
lumber are officers of a British Colum
bia lumber company. Tills Is the Ameri
can Timber Holding Company, with a
capitalization of $6,000,000, holding titlo
to about 1,500,000,000 f?et of timber, lo
cated principally in Western British
Columbia, accessible to tidewater. The
purpose of the company Is' to float. It
is said, a considerable part of the stock
on the American market, particularly
in the event of removal or material re
duction of the duty on lumber.
Mr. Defebaugh says that of the wit
nesses in question, M. .1. Scanlon la
president, Theodore L. Knappen, secre
tary. W. C. Dwinnell, treasurer, and F.
B. Lynch, director of that company. Mr.
Defebaugli adds:
"Since the hearing of November 20
the country has been flooded with lit
erature sent out by the 'Forest Con
servation League,' of which Mr. Knap
pen admitted himself to be the chief
constituent. It seems evident that If
these gentlemen can break the tariff
lumber cocoanut, they hope to be able
to claim the milk as Canadians."

The Senate and House are in sub
stantial agreement on boh of these
propositions, and therefore it appears
that the bill will be passed without
much debate and that agreement in
conference will be comparatively easy.
The harmony prevailing between the
two branches of Congress in regard
to practically every important feature
of the bill is said to be due largely to
the work of Secretary Newberry, in
appearing personally before the two
Naval commltees. The Secretary ex
plained the bill in great detail, and im
pressed the members of the committee
with his thorough knowledge of Naval
problems. In both houses great re
gret was expressed that Mr. Newberry
is to leave the Navy Department with
the beginning of the new administra
tion. WOULD KEEP DRY STATES DRY
Congress Asked to Prohibit C. O. D.
Shipments of Liquor.
WASHINGTON, Feb. 6. Another bill
aiming to restrict tho shipments of in
toxicating liquors into prohibition states
was introduced today by Representative
Shepherd. The measure would prohibit
express companies or other common car
riers from handling "collect on delivery"
shipments consigned to any state or
community in which the use or sale of
liquors is forblddden by the laws or po
lice regulations. Any company found
guilty of violating the provisions of the
bill would be subject to a fine of J500.
The bill also provides a penalty of a
fine of from 5S0 to 500 or of imprison
ment for from 30 days to six months, or
both, for any agent of an express com
pany or other common carrier who
makes such a delivery.
SUBCOMMITTEE FOR DISPUTE
Case or Portland Poslmastcrship
Referred In Senate.
WASHINGTON. Feb. 8. The nomina
tion of John C. Young for Postmaster at
Portland was referred today to a sub
committee consisting of Senators Bur
rows and Talliaffero. who will hear the
conflicting views of Senators Fulton and
Bourne .nd report to the postoffice com
mittee on nominations. Senator Bourne
is seeking to nave an early meeting of
the committee so as to secure action be
fore the close of the present session. '
Senator Fulton, however, is not making
any special effort to expedite the case.

WASHINGTON. Feb. . The Senate
