Dickson was a member of the Ill'iioi lg'siature two years ago. It Is said he used his official position to help him in his alleged crooked work. Dickson's plan of operation. If I al leged, was to purchase beef cattle, for which he gave in payment worthless ehecks on the First National Bank of Goreville. Johnston County. 111. When these checks were sent to the Gorevlll-i bank on which they were originally drawn, they were turned down by ths cashier of that Institution, with the In formation that Dickson liad withdrawn all of Ills money which he had deposited there, and-in addition to this had trans ferred all of hi property 'to others. As toon as this state of affairs was disc-overed. warrants were sworn out and the officer at St. Iuls notified to ar rest Dickson. But they were too late. Dickson had sold the cattle, cashed his checks and left for par! unknown. In vestigation showed that Dickson's oivcra tlons were extensive, and it was found that he had numerous victims In John ston and In I'liion Counties. Rewards were offered for his apprelienion and for two ypais officers searchd the entire country to locale Dickson. Dickson's experiences were told in a trembling volte to Sheriff B. D. S.ipping ton. of Clark County, shortly af;er his arreat at the little school house at Brnsh Prairi. 12 miles from Vancouver, where he and ills son. Lloyd Dickson, were teachers. Dickson stated to Sheriff S:ip pington that when he wrote the cluck he had the money In tin bank to make them good and fully intended to pay tliem. but upon arriving at the markets In St. Loui with his cattle he found that the markets had fallen and the reduced price at which he was compelled to sell them, would leave him absolutely penni less. If the checks were paid. Then It was that he resolved to get together every available dollar and fly the country. Dickson has a brother, ft. H. Dickson. In Portland, but he located In Clark County and secured a school at Brush Prairie. He then sen: for his wife and family and purchased a tl'oi home, upon which, at the time of his arrest, he had pa'd !. -The clever defective work of Sheriff Sapping'.uu resulted in Dickaou's arrest. Weeks of search through county records and tax roll. !ls:s of voters and teachers of schools, finally gained for the. Sheriff Uio clew that led to Dickson's ar rest. That clew was a deed of transfer by Dickfon. Dick.on did not deny 1.1 Identity, nor did he deny that lie was guilty .of the crimes marge it against him. When the order first became effective It was attacked by a local brewer. J. Itoesch. who asked for an injunction on the ground that Sheriff Childers had not properly ponied tiie notice of election. The Circuit Court denied the request for injunction, claiming that the majority was so large thai the precincts in question could not affect it. The case rested there, but since the Supreme Court has rendered Its sweep ing decision in the Grant County case, which Is similar in almost every re spect to this one, Iloesch gave notice of appeal to the Supreme Court. When the decision is forthcoming. It Is be lieved that the local option law will he invalidated, as the I'nion County Instance in regard to faulty posting of notices is similar to that i Grant County. A simiiar attack was 'made today In the Anderson whisky case, but the judge overiuled the motion for an in structed jury. A few moments later the fury returned a verdict of not guilty.. TO ALTER APPORTIONMENT Arkcrman Would Make as Basts Number of Teachers Employed. PENDLETON, Or.. Dec. 19. ( Special.) To make the amount of money which each School district shall receive from the state and county school funds de pendent upon the number of teachers employed in each district instead at noon the number of children of school age was the radical change in tiie man ner of the appropriation of school funds urged by State Superintendent of Pub lic Instruction J. !. Ackerman in this city today. He was addressing the sec ond annual meeting of school officers of Imatilla County. County Superintendent Welles also aroused the Interest of his "' hearers by attacking the present plan of mini mum county tax levy and special dis tiict levies for the maintenance of the schools. He declared that the property valuations in the several districts did in no wise correspond to the number of pupils in the districts, or the amount of expense necessary In maintaining tiie schools. He insisted that tho county levy should be Increased so that district levies would not be necessary. Every district in the county was rep resented at today's meeting and every director and the clerk was present from some of them, making it by far the largest and most interesting meeting of its kind ever held in Eastern Oregon. Morning and afternoon sessions wc.e held and practically the whole day was consumed with the discussions. ATTEMPTED WRECK FAILS Switch III row n at Bellingham, hut Brakes Are Applied. B EI. I.INGHAM.
