While It la lmpoaslbls to give full dtalla of the plan of campaign to be followed by the Committee of Union anil Progress in the comlne elections or to forecast with any exactitude the number of Its candidates for Parliament, It Is un derstood that the following are the gen eral llnea of lt policy as regards the nomination and support of candidates. Such of Its members as fulfill the condi tions lmnoaed by the electoral law on would-be deputies and are considered to possess the necessary moral and Intel lectual equipment will receive Its tull-sup-port. The committee, however, will not abstain from supporting the candidature , of other persons possessing the qualifi cations required In cases In which none of Its own members are standing for election. Its atUtuda towards other political or ganizations, such as those of the Bulgar ians. Greeeks and Armenians, must de pend upon their political programmes. Should they not be opposed to Its own programme, the committee will, in cer tain cases, support their candidates. The organization hits promised to aid the government by every means in Its power In securing the- pacific and orderly con duct of the elections. It will also do Its utmost to Insure the choice by the elec tors of' honest and capable representa tives. While the majority of Its own candidates will naturally be Turkish Mos lems, their choice will be determined en tirely by thheir character and capacity. In this connection It may be remarked that the committee's nominees at Sa lonika and Smyrna are both Israelites. Candidates of All Races. The number of the committee's candi dates Is not yet decided, but It is believed that a majority of the representatives of the capital and of the European pro vinces, where the organization la power ful and ubiquitous, will be drawn from Its ranks. In Asia Minor a certain num ber of seats, as, for example. Brusa, fimvraa and Kastamuni. will probably be filled by committeemen, but the commit tee Is hardly likely to meet witn sucn sunnort In the interior as It obtained In Macedonia, though delegates are now be- in rtlnnatehed to every province to In struct the population as to the nature of lis rights and duties and the oDjects 01 the committee, and to assist It to choose candidates. To sum up. the organization will at tempt to control the November elections whenever and wherever It sees any chance of success. This policy requires no advocacy, for the best chance for constitutional government In the Otto man Empire lies In the long-continued control of Parliament and the adminis trative machine by the 80.000 men of the educated classes who constitute the Com mittee of Union and Progress. Christians Are Selfish, Kverythlng appears to be going so well with the establishment of the constitu tion that It seems a pity to have to take note of clouds which are appearing on the horizon, and which may lead to se rious complications. The Young Turkey party undoubtedly Is alone the author of the movement which resulted in the dec laration of the constitution, and Its whole object being the regeneration of the em pire. It calls upon all the various na tions, races and creeds of which Turkey is composed to Join with It on an equal footing, and to assist In every way for the benefit of the empire. For their own part, the Young Turks entirely waive all claims that the Turks hold by virtue of being the dominant race and the con querors of the others, and Invite all to lake an equal share. This at first was received with enthu siasm and the fraternization was gen eral, but now, unfortunately, this ardor Is beginning to cool, and It Is beginning to grow evident that few. If any, of the subject Christian races have the slight Hit Intention of making any sacrifices for the good of the empire. They are all ready for fraternization and equality as long as they give up no jri Will Show Real Motive. Grumbling has also begun at the pros pect of all Christians serving in the army. In fact, the Christians, who were always complaining under the old regime, are preparing to be stumbling blocks to the new. A few months will show clearly what attitude they will assume, and un less they alter their present state of feeling. It Is more than likely that there will be a recrudescence of the old state of affairs in Macedonia, where very few people would understand that the real object of thhe bands was not to procure good government, . but each nationality trying to obtain Its own aggrandizement. If the present regime fails to pacify Macedonia, it will be no fault of the Turks, and the responsibility will rest entirely with the Christians. They could not have had a better opportunity for showing what are their real objects, and this time Europe cannot be deceived If they refuse to take the offer held out to them of perfect equality with the Turks. Guard Against Reaction. One of the principal difficulties con fronting the Young Turks lies In the pro found Ignorance of a large portion of the Asiatic population of the empire, -which Is entirely incapable of realizing the sig nificance of the recent political trans formation, and In some Instances appears , Kan,.A tvnt ,1m new state of things Implies the virtual cessation of all gov ernment. Attractive Resort and Residence) Tract at Tillamook Bay Being Made Ready for Resident. Promoters-- of Bayocean Park, on Til Iamook Bay, have not been Idle in the Dast few months, for ever since the land of the peninsula was secured work on the lands has been going on with out interruption. The eight-mile boulevard circling the strip of land on the bay and ocean fronts Is being graded, and when finished is expected to be one of the most picturesque automobile drive ways on the continent. Clearing and grading of streets also has been car ried forward, and the whole tract pre sents evidences of a considerable amount of work done and what Is to be expected from now until the resort is ready for occupancy. Early next year, the big hotel project ed is expected to be under course of construction, and doubtless cottages eoon will begin to dot the land, for the firm handling the tract, Potter-Chapin Realty Company, reports the sale of about 1000 lots to Portland and vicin ity people and some 600 to resident of near-by states. It is declared to be the Intention to make Bayocean Park a resort equaling any on the Coast, and superior in many respects to the older places, the loca tion of the new resort offering both sea and bay bathing, and vlewa com bining landscape and ocean outlook. The surrounding country Is full of In teresting places to visit, and there is a never-ending variety of amusements included In the scheme of the com pany's plans for the future. There Is to be an amusement park, in which a natural lake is to form the central fea ture, and surrounding this will be in stalled vcrious kinds of entertaining attractions, a long chutes to be one of these. An Inclosed basin on the bay side will afford Stillwater bathing, with water several degrees warmer than that on the ocean beach, furnishing a safe and oomfortable pool for those who do not care for surf. The sea beach Is pronounced to be the best in point of length and gentleness of elope of any north of Coronado. Present Indications are that rail fa cilities will reach Tillamook by the time the hotel is ready to receive guests, and the owners of the tract represent that the work of getting the resort in condition by that time is to be pushed vigorously, and that by an other 'car Bayocean Park will be in condition to attract the attention of cottagers, not only from Pacific Coast states, but will be known all over the country so one of the show places of the Coast. The recreation grounds will occupy 23 acres, and will be located In easy access of residents of the peninsula, both cottagers and hotel guests, but will be so situated that residents who may not care for the kinds of amuse ment to be offered -will not be incon venienced. Stresa Is laid on the fact that the resort will provide ideal resi dence sites, and that 20-year restric tions will prevent Influx of the "un desirable" element. No shacks are to be allowed on the tract, and tents will not be permitted on building lots. Every lot purchaser is to be bound un der these restrictions, and the result is confidently looked forward to in pro viding a Summer residence community of the highest class. There will be at this resort at least four months of sea bathing, and probably longer on the bay side. , Potter & Chapln now believe that the resort will be open not later than 1910, and from the number of lots sold so fax are perfectly confident of the suc cess of the enterprise. The Arm has arranged to give stereoptlcon views In a room at the Corbett building twice a week, the views to show the tract as It now appears, and include views taken by Kiser in the surrounding country.
