Whit tomb rougher, pastor of the White Temple, returned yesterday morning from Us trip to Oakland, Cal., and Oklahoma City, Okla. At the former place Dr. Brougher attended the Pacific Coast Baptist conference, going from there to Oklahoma City, where the Northern Baptist convention was in session. Through Dr. Brougher'a efforts Portland was chosen as the meeting place for the 11K19 convention. A large amount of literature advertising Oregon was dis tributed among the delegates to the con vention and was of assistance to Dr. Brougher In his efforts to have Portland chosen as the next meeting place. The Montavilla Home Training Circle held its annual and final meeting for the year, Friday afternoon, in the Montavilla pchoolhouse. Rev. F. S. White, of the Presbyterian Church, delivered an ad dress, which was followed by the elec tion of officers, the following being elected for the ensuing year: President, Mrs. X. W. Bowland; vice-president. Z. X. Young; secretary and treasurer. Mrs. Vida Hammand. The circle has closed a successful year, Mrs. J. D. Sullivan, the retiring president, being especially active In promoting the .work. Montavilla branch library, which has been conducted under the general supervision of the cir cle, also has had a fruitful year. Its patrons now' include all classes, young and old, and it is one of the most popular institutions of that suburb. Money is on hand for paying the rent for five months. The working committees will be ap pointed later in the 'season. Club Gives Entertainment. An enter tainment was given. at Willamette station, on the St. John line, by the Willamette Improvement Association, which was at tended by over 150 people, taxing the full capacity of the hall. In the absence of Judge M G. Munly, announced to de liver an address, but kept away by sick ness, W. J. Peddicord. of University Park, delivered a talk that was full of Interest and he was frequently applauded as he spoke of the future greatness and growth of Portland in general and of Willamette- In particular. Mr. Peddicord pointed out the improvement that had been undertaken and thoso projected for the future on the Peninsula, which will make that portion of Portland an Im portant section. In connection with the address some musical and literary num bers were rendered by local talent. At the close of the entertainment the floor was cleared for dancing. Lecture at Art Museum. The ex hibition of the Arts and Crafts In the Art Museum la to be continued for another week, closing Sunday, June 7. The ex hibition will, however, t be closed today. At 3:30 o'clock this afternoon Mies Jessie B. Jones, of Cleveland, O., will give a talk In the Museum on the work of the Art Colony at Bird Cliff. In the Catskllls. Peck, an old resident of Port land, died at her home, 185 Bast Seventh street. South, Thursday, May 28, at the age of 61 years and eight monthsA She had lived in this city for about 25 years. She is survived by her husband and four children, Jacke and John Peck, of Port land; Otto Peck, of Walla Walla; Mrs. Hicks, of Birmington, Wash. Time for holding the funeral has not been fixed. Attorney-General Atkinson Proposes Amendment to Washington Con stitutionCopies Utah. OLYMPIA, Wash., May 30. (Special.) -Among other economic and leg-al problems, Attorney-General John D Atkinson has been making- a study of the jury system of this state. He will have presented to the next Legislature a proposition to submit to the people for consideration a constitutional amendment to fashion our court and jury laws after the new system of the State of Utah, which has proved to be an excellent one both for the ends of Justice and expedition of court busi ness, and which Mr. Atkinson declares would save to the taxpaytrs of this state more than a round million of dollars within the next ten years. He makes a statement regarding the matter as follows: . Article I, Section 10 of the State Consti tution of Utah provides for a trial by Jury of eight Jurors in all civil and criminal cases, except where the punishment is cap ital, when there shall be 12. The consti tutionality of this provision of the Utah constitution was affirmed by the United States Supreme Court a few years ago In the case of Maxwell vs. Dow, as found In the 1T6 United States Reports, page 5S1. The Supreme Court held In a long and able opinion that the provision of the constitu tion was not in conflict with the four teenth amendment of the United States Con stitution. - There Is no special force or magic In the number 12, as relating to the system of juries. Eight men can try issues of fact just as fairly and often with less delay and contention than 12 men do. Court expenses In the matter of jury trials are heavy burdens upon the taxpay ers in the different comities of the state. Taking Into consideration the number of trials of capital cases in comparison with the large volume of other Dusiness, it is safe to assert that one-fourth of the cost will be saved to the taxpayers in this state if it should adopt a provision similar to that of Utah. There Is no question 4n my mind, after some careful computation, but that if we should ad-opt tne Utah system the taxpayers of this state during the next lo years would be saved more than a clear million of dollar. The Utah constitution has a unanimous verdict in criminal cases and a three-fourths verdict in civil cases. The proposed amend ment would be Article I, Section 21 - of the constitution of this state. Washington could start in this matter on very safe ground, since the Supreme Court of the United States has passed upon this question.
