tions to all the general, passenger ngents
and traveling passenger agents of all
the great transcontinental railroad lines

eral programme of the Festival week and

deals with tourists.
The committee also decided to take up
with the water carnival committee the
plan of sending a convoy of merchant
marine vessels down to the mouth of
the Columbia River to escort the .Navy
detail which Is to come into the local
harbor. Kfforts to interest the individuals
and corporations owning commercial craft
will be made ai d it is hoped that a grand
showing may be made at thHt time.
In connection with the efforts to secure
a representa: tve portion of the Armada
for the Rose Festival, not only is Presi
dent Hodson of the Commercial Club on
hi way to Washington to take the matter
upvwith the authorities there, hut Thomas
McCusker. who has been at the Na
tional capital for some time, has In
terested himself in the matter and will
join hands with Mr. Hodson upon the
latter's arrival at the capital. What Mc

Mr. Bible is a trained young American
who has already spent eight years In
China for the Presbyterian Church and
Is now returning to his work after a brief
furlough. Having been located at Hang,
chow, one of the treaty ports, be has
had ample opportunity to judge the
Chinaman in his so-called simplicity and

with the commerce of the Western world.
As a diplomat, rio less than a missionary,
Mr. Bible will deserve a large audience.

The local land office has been advised
of the passage of two land laws which
are of considerable Importance to this
section of the state. One refers to the
entry of a second desert claim where
the first one has been lost in any way
and reads as follows:
That any person who prior to the passage
of this act has made entry under the desert
land laws, but from any cause has Inst, for
feited, or abandoned the same, shall be en
titled to the benefits of the desert land law
as though such former A'litry had not been
made, and any person applying for a second
desert land entry under this act shall fur
nish the description and dale of his former
entry: Provided, that the provisions of this
act shall not apply to any person whose for
mer entry was assigned in whole or In part
or canceled for fraud, or who relinquished
tho former entry for a valuable consider
ation. The other lav.' limits and restricts
the right of entry and assignment
under the desert land law, and au
thorizes the extension of time within
which to make final proof on desert
claims. It reads as follows:
"That from and after the passage
of this act the right to make entry of
desert lands under the provisions of
the a-l approved March 3, 1SS7,' and
amended March 3, 1S91. shall be restrict
ed to surveyed public lands of the
character contemplated by said acts
and no such entries of unsurveyed
lunds shall bo allowed or made of
record. Provided, however, that any
individual qualified to make entry of
desert lands under said acts who has,
prior to survey, taken possession of a
tract of unsurveyed desert land not ex
ceeding 320 acrea in compact form, and
has reclaimed or has in sood faith com
menced the work of reclaiming- the
same, shall have the preference right
to make entry of such tract under said
acts. In conformity with the public
land surveys, within 90 days after the
filing of the approved plat of survey
in the district land office.
'That from and after the date of the
passage of this act no assignment of
an entry made under said acts shall
allowed or recognised, except It be to
an Individual who is shown to be
qualified to make entry under said ac?s
of tho land covered by the assigrned
entry, and such assignment may in
clude ail or part of an entry; but no

BETRAYER 0FGIRL CAUGHT

Telegraphic advices received by tbe
police department last nlirht, from
Merced. Cnl., report the arrest In that
city yesterday of Harry Caldwell, of
Portland, who is beln held by the
Sheriff at Merced to await the arrival
of an officer from Portland with the
necessary t equlsltion papers for Cald
wells return to thi city. Caldwell,
who is a maaried man. Is accused by
Miss M. Mills, of this city, of a most
ruthless betrayal. Miss Mills Is under
16 years of ap and was deserted un
der conditions which make her case
especially sad. and have stimulated the
police to more than usual activity to
secure the man's apprehension.
Caldwell has been wanted for sev
eral months on thtg charge, and the
police have carried on a voluminous
correspondence In their efforts to lo
cate him. Me was traced to his hiding
place In California through Information
furnished by Sheriff Swan, of Savan
nah. Mo.. where Caldwell, formerly
lived. Caldwell Is also said to have de
serted his wif. now living; In Cosby,
Mo. His father Is a prominent business
man In Kansas City and he has a
brother who is well known in Portland.
Republican Caucus Postponed.
WASHINGTON. April JR. The caucus
of Republican leaders of the House, which
had been tentatively called for next Tues
day evenfiiR, has been postponed on ac
count of the delay in reporting the sundry
civil anpropria tion bill.

Kast Side Carpenter's Family Is In
clined lo Think He Is Dead.
The police are looking for William
IJebelt. of 900 East Twelfth street. North,
who has been missing from his home
since April J. K..J. Rerger. of ft 58 Kast
Thirteenth street North, a friend of the
IJebelt family, reported the disappear
ance yesterday afternoon and communi
cated the fears of the Llebelt family, who
think the lost man has met death In
some way. Ldebelt'jr, wife and five chil
dren are left destitute by his prolonged
absence. Friends of the missing mart
have advanced the theory of suicide, be
cause of the fact that he was known to
be o'lt of work and despondent over his
finances just prior to his disappearance.
He was a carpenter by trade and in de-
