"A man aflieted with consumption." he writes, "Ms a modern leper. I am trea-ted as an outlaw. . As in the Middle Ages peojle fled from tho path of a: leper, who was compelled to herald hia approach by means of a rattle, so today people avoid j a man. affliirted with consumption. In spito even ., V commanding personal position rh-CiVer Ma,e2t' ocul"eJ 1" Europe the Influenco- and prestige of Great Brit ain on the Continent experienced during ha'u f hat terlod a mst un mistakable eclipse. " Then it goes on to show that this was oLfr . l?e .Phonal influence which Wueen Victoria insisted on exercising Her German sympathies led her to take sides with Germany against France, and thus she assisted in raising up the greatest and most powerful enemy that lias ever con--fronted the British Umpire. Th article is based on a contribution by Sir Rowland Blcnnerhassett to the Na tional Review. In which, however, he ts content to permit his rtaders to infer what the Globo flatly asserts.
