Early plats and appraisements were wiped out by the courts or by legisla tive enactment as void and the Iearis- lature of 1908 ordered a new platting afid appraisement. This platting has been completed to cure defects In for mer manner of surveys and an Informal meeting of the board of land com missioners was held here today to discuss the matter of appraisements. The 1903 law rather hampers this work, as It requires that the appraise ment under which the lands are to be sold shall bo practically, that made back in the- '90s. Tn other words the mill companies, which for years have occu pied these state lands without paying one cent rental to the state, are to be permitted to buy the lands now ' at values established about 15 years ago. Teal are anchored at Celllo and a boom of loss has been constructed around them to prevent the Ice from crushing thm. From Celilo to the mouth ot Snake River the swift water has broken the bis jams, but the floating Ice Is dangerous to navigation. The steamer IPodd has taken reDige behind an island and the other boats above Celllo are reported to be anchored In safe places so . that no wrecks are likely. The Snake River Is fro.en over except where the water Is very swift. In the Columbia above the mouth of Snake great bodies of Ice are coming down but tbe river has not become frozen over on account ot the nwift current. Mr. Fuchs was in Kamlali at the time. The fire started by the explosion of the lamp, which lise Westhoff was In the habit of leaving- burning; all nig hi. but turned down low.
