Ralston, of this city, who has Just re turned from a trip through Gilliam Coun ty, where he has large interests, says the farmers in that section are taking a lively Interest in. the proposed portage road be tween The Dallea and Biggs. Most of the farmers, he says, are signing the con tracts by which they agree to ship their product to Portland over the portage rail way for the next Ave years, and they think they have the best of the bargain. The agreement provides that the 'company ehall carry the freight to tho market for 51 per ton, which, at tho pressnt rate, would result in a net saving to the farmer of about 3 cents per bushoL Farmers who do not sign the contract will not receive the beneSt of the low rate. Mr. Ralston says that Tho Dalles Railway & Naviga tion "Company has now a crew of engineers in the field to prepare surveys for the line, and that work will be begun at the earliest possible moment ABked whether the refusal of the farmers would In any way delay the construction of the road, Mr. Ralston oald it would not. He had been Informed that the work would be prosecuted from the beginning, and the signers of the contracts would receive the benefit of the $1 rate by which they would tsave 3 cents on the bushel. Others who did not sign would be subject to the pre vailing railroad and 6teamboat rates. Death op Chakles E. Tone. Charles E. Tone, a veteran of the Civil War, died at his home at SO Eleventh etreet, Fri day, from Brlghfs disease, which ho con tracted during 0 yeare service in the Army. Mr. Tone was a native of Michi gan and was C3 years old. "When the war toroke out he enlisted in Company M, of the Second Michigan Cavalry, and he 6erved until the surrender of Lee. After ward he re-enfered the Army and re mained in it until 1SS1, when his term ex pired, and he came to Portland to make his home. He was married in this city and he leaves a wife to mourn his death. The funeral will take place from his late residence tomorrow morning at 9 o'clock, and all Grand Army mon are invited to at tend. "Yea," said the Mayor, "that is the sum I made. A man came in and asked me for S2 to pay the freight charges upon his furniture. It la not often that I re fuse, but in this case the man's nose was very red, and I begged leave to bo ex cuoed. Ho was very polite and he granted my request. That reminds me," added the Mayor, rcmlniscently, "of a story of my younger days. A friend of mine went out to propose marriage to a young lady. I met him a few days later, and I asked him the result 'She asked to be excused, he said, 'and, like a darned fool, I excused her.' " New Books for Library. The Port land Public Library has received several hundred dollars' worth of new books. These will be catalogued immediately and put on the shelves by the 1st of Septem ber. Among the new purchases is a full set of the German Encyclopedia, published by F. A. Brockhaus. Owing to the com plaints of people who cannot get hold of the new novels, Miss Isom has decided on an innovation. The library will pur chase a largo number of copies of the pop ular works, and these extra copies will be rented to members at the rate of 5 cents a week. In this way those unwilling to await thlr turn for the regular copy may be supplied at small expense and yet the copies will pay for themselves in a short time. Mr. Miller Will Speak. Henry H. Miller, United States Consul at Nlu Chwang, who Is now in Portland. Is will ing to address a meeting of the business men .on the subject of trade possibilities in the Orient; how to get business over there; how to pack goods, and to discuss the question generally. It is probable that a meeting will be arranged by the Board of Trade and the Chamber of Commerce. Before the meeting Mr. Miller would like to receive a number of queries as to what -the people are mostly interested in know ing. Those from the members of the Board of Trade will be sent to James M. Moore, secretary of that organization, and from the Chamber of Commerce members to the secretary, Lewis Russell. Charged With Poisoning. Antone and Engwald Gunderson, who reside near Guild's Lake, were before Justice of the Peace Roid yesterday, charged with poi sonlng chickens and a cow belonging to Mrs. Caroline Schmidt A great many witnesses were examined, and tho diffi culty between the Gundcreons and Schmidts appears to have been caused by a family quarrel. ' which began about three months ago. Two hundred chickens took sick, but they have slnae recovered. The cow has died from eating poisonous stuff mixed with her food. In making a misstep end losing his balance in the rigging- of the four-masted schooner Transit, lying in the Willamette River, near the Portland Lumber Manufacturing Com pany's plant A. Reine, 32 years old, one of the sailors, fell Into the water yester day and was drowned before assistance could reach him. Between the schooner and the mill is a barge where lumber Is being loaded, and the space between the schooner and barge Is about six feet Rclno and several of his shipmates started to cross the barge to get ashore, but Reine, who was in the lower rigging, mado a misstep, and in attempting to spring backward to the barge, fell and struck his head on tho bulwarks, and landed In the river. It is supposed that the shock of falling against the bulwarks stunned him end rendered blm unable to swim. The body was recovered shortly afterward and was sent to Coroner Finleys undertaking parlors. Hurrying Work on BuiLDiNO-Work on the new building of Henry Welnhard'o at Fifth, and Oak is progressing rapidly. The excavation of the half block has been finished, all but the trenches for the con crete, and Contractor George Langford has taken out the permit for the masonry. Owing to the haste necessary to get the building under the roof before bad weather begins the architect has not yet perfected his plans-. As soon as possible the other contracts will be let and work on the six-story structure will go merrily on. It Is Mr. Weinhard's intention later to complete tho block, and at present the inside wall will be a party wall. Astoria Daily Excursions by White Collar Line boat, from foot Alder street, 7 A.
