Portland Community College (PCC) is soliciting proposals for
construction management/general contractor (CM/GC) services
for the college’s Portland Metropolitan Workforce Training Center
(Metro Center) located in NE Portland. The project will include new
building construction, building demolition, and site improvements
on an occupied site and in coordination with an immediately
adjacent housing construction project overseen by Home Forward.
Active community engagement will also be a part of the project
scope.
The proposed redevelopment will combine all college functions
into one, multi-storied, 40,000 to 50,000 square foot facility with
sufficient parking on two-acres of the three-acre site. This new
structure will include classrooms, computer labs, meeting rooms,
event space and staff offices as well as space for service partners
such as the Department of Human Services (DHS). More detailed

Interested proposers must submit a proposal pursuant to the
provisions of this solicitation to Robert Lowe, or designee, at PCC’s
Office of Planning & Capital Construction, Suite #260, 9700 SW
Capitol Highway, Portland OR 97219.
SOLICITATION DUE DATE AND TIME (CLOSING):
December 9th, 2019 at 2:00 PM Pacific Time
Proposals will be opened and recorded. The number of proposals
received, the identity of proposers, or the contents of any
proposal will not be disclosed to the public until all proposals
have been evaluated, negotiations completed if required, and a
recommendation for award has been published.
Proposers are solely responsible for ensuring that Portland
Community College receives its proposal.
LATE PROPOSALS WILL NOT BE ACCEPTED
A MANDATORY PRE-PROPOSAL MEETING is scheduled for November 12,
2019 from 10:00 AM to 11:00 AM at the PCC’s Metro Center Building 2
Auditorium, 5600 NE 42nd Ave, Portland, OR 97218.
Prospective proposers may obtain the RFP and its mandatory
addenda at the ORPIN website:

who are not equipped to download the document may request a

encouraged to submit a response to this RFP solicitation.
The contract awarded under this request for proposals will be
subject to the payment of prevailing wages under ORS 279C.800
to 279C.870

Portland Community College (“PCC”) is soliciting proposals for
Construction Management/ General Contractor (CM/GC) services
for various construction projects at the Rock Creek campus. The
work is estimated to cost between $ 5 and $ 7 million and will be
divided between Building 2, 3 and 7. The CM/GC will be required
to work with established design and owner teams to scope,
estimate costs, schedule, permit, manage and complete a variety
of construction projects
Services will also include performing constructability reviews,
identifying impact to campus/ creating logistics plans, attending
design and update meetings, providing input related to proposed
equipment and materials, procurement and coordination with
outside vendors (among other tasks as outlined in contract). More
