REQUEST FOR PROPOSAL
Portland Community College (PCC)
Metro Center AE Services
Portland Community College (PCC) seeks design builder services
for the Sylvania Campus Automotive & Metals (AM) Building located
in SW Portland.
This project will start with a planning/feasibility study by the
design-builder to analyze, scope, and cost estimate design
options for upgrades to the AM building based on condition
assessment data held by the College and further assessment by
design-builder. Impact to surrounding campus buildings, spaces
and/or infrastructure will be analyzed and incorporated into the
study. A PCC-selected design option that meets budget will be
designed and constructed by the design-builder. Anticipated scope
of work includes, but is not limited to: replacement of the roof
system and upgrades to the mechanical and electrical systems.
Timely, organized PCC stakeholder engagement is a requirement.
P&CC will assist design-builder with determination of pertinent
stakeholder list, an engagement work plan, and stakeholder
engagement schedule. More detailed information is available in
the full RFP.

Hillside Manor is an existing 9-story concrete frame affordable
housing building with 100 units. The project will consist of a
seismic upgrade on the ground floor and new plumbing and
mechanical systems throughout the building. Electrical, low
voltage, and fire sprinkler systems will receive various levels of
upgrade. The building management offices on the 2nd floor as
well as the ground floor common areas will be re-programmed
and updated. The project will be occupied during the work, but
the bulk of the unit work will take place when the unit is vacated.
Proposals will be opened and recorded. The number of proposals
received, the identity of proposers, or the contents of any
proposal will not be disclosed to the public until all proposals
have been evaluated, negotiations completed if required, and a
recommendation for award has been published.

ination but also of a vibrant
black culture that helped sustain
many communities throughout
the state — a history that is not
taught in schools.
The West Linn Alliance for
Inclusive Community is part-
nering with other diversity ad-
vocates to bring “Why Aren’t
There More Black People in Or-
egon: A Hidden History” author
and educator Walidah Imarisha
for a public forum to speak on
black history in Oregon, the his-
tory of race, identity, and power
in this state and the nation.
The free public event will
be held on Tuesday, July 23 at
7 p.m. in the Dunn Community
Center (Cascade Hall) on the
Mary’s Woods retirement com-
munity campus in Lake Oswego.
Imarisha is the co-editor of
two anthologies including Oc-
tavia’s Brood: Science Fiction
Stories from Social Justice
Movements. She spent 6 years
with Oregon Humanities’ Con-
versation Project as a public
scholar facilitating programs
across the state about Oregon
Black history, alternatives to
incarceration, and the history of
hip hop.
