Established 1970 in GOP Votes for Tax Overhaul Finding the votes to pass a mas- sive tax overhaul on Tuesday, Re- publicans entered the next phase of their effort, attempting to sell the plan to a public that polling sug- gests is deeply skeptical. GOP leaders argued that the tax bill is aimed primarily at helping the middle class, brushing aside nonpartisan anal- yses that show the bulk of the legislation’s benefits would go to the wealthy and to corporations. If estimates by the nonpartisan Congressional Budget Office are right, it will lead to more people being uninsured and higher premiums for those buying individ- ual health insurance policies.
