Architectural drawings show the new Cascadia Garlington Center coming this year to Northeast Martin Luther King Jr. in the Eliot Neighborhood. The development will
include a new community-centered healthcare model that combines mental health care and addiction services with primary care, in addition to addressing the need for
affordable housing with an adjacent 52-unit apartment building.

Northeast Portland’s Garlington Center, a longtime
provider of mental health care and addiction services in
the African American community, is scheduled to break
ground this year on a new $20 million health clinic that
will integrate behavior health care with primary care and
address the increasing need for affordable housing.
The major development by Cascadia Behavioral Health
was put together with the help of local donors and or-
ganizations. One of those groups, FamilyCare Health, a
Medicare and Medicaid insurer serving lower-income res-
idents, recently announced it was supporting the construc-
tion with a gift of $500,000.
