CITY OF CAMAS NOTICE TO CONSULTANTS FOR NW 38TH
AVENUE/SE 20TH STREET IMPROVEMENTS, PHASES 2 AND 3
The City of Cam as solicits interest from consulting firm s with expertise
in Civil, Environm ental and G eotech nical Engineering, Real Estate
Services, Surveying, and Project M a nagem en t for p erform ing w ork
under FHW A requirem ents. This w ork shall consist o f prelim inary
engineering, right-of-way acquisition, and construction m anagem ent.
PROJECT DESCRIPTION
The proposed project consists o f a 4 6 ’ w ide paved road, tw o bike
lanes, and tw o travel lanes with a center left turn lane with curbs and
sidew alks on both sides. Both phases consist o f reconstructing and
w id e n in g a portion of NW 38th Avenue. Phase 2 term ini are SE
A rm stron g Road and NW Parker Street, a distance of ap proxim ate ly
0.54 mile. Phase 3 term ini are NW Parker S tre et and G rass Valley
Park, a distance of ap p roxim a te ly 0.4 mile. Th e m ajor fea tu res and
goals for this project are as follow s:
• D eterm ine the financial and physical fea sib ility of design in g and
con stru ctin g Phase 3 with Phase 2.
• Gain right o f e ntry to ad ja ce n t properties and com m unica te w ith
property owners.
• D elineate w etland s w ithin the p roject footprint.
• Size and design a storm w ater facility.
• D eterm ine a viable location for a storm w ater facility and potential
w etland m itigation site.
• P re p a re so u n d e n v iro n m e n ta l s o lu tio n s a n d d o c u m e n ts fo r
required USACE, USFW , FHW A, W SD O E, and C ity of C am as perm its
as well as a n y o ther necessary perm its.
• P r e p a re p r o je c t p r o s p e c t u s , E C S , a n d r e la te d b a c k u p
docum entation, studies, reports, and ch ecklist requirem ents.
• Prepare C ity of C am as critical areas report.
• Conduct surveying for prelim inary engineering, right-of-way related
docum ents, descriptions and illustrations, and construction.
• Prepare a righ t-of-w ay plan and a takin g plan.
• Prepare PS& Es for W S D O T and C ity o f C a m as approval.
• P re p a re a p p ra is a ls , a p p ra is a l re vie w s, a c q u is itio n jo u rn a ls ,
n e g o tia tio n s a n d o ffe rs , title s e a rc h e s , a n d o th e r re q u ire d
docum entation for FHW A funding right-of-way acquisition requirem ent
for certification.
• P ro vid e c o n s tru c tio n m a n a g e m e n t in c lu d in g s u rv e y in g , pay
e s tim a te s , c a lc u la tio n o f va rio u s fu n d in g s o u rc e e lig ib ility fo r
re im b u rse m e n t, in s p e c tio n , d a ily d ia rie s and d a ily q u a n titie s ,
coordination with City of Cam as and W SD O T Local Program s staff as
necessary, and other related tasks.
• C o m p le te P h ase 2 p re lim in a ry e n g in e e rin g and rig h t-o f-w a y
certification by M arch 2013.
Prelim inary E ngineering and R ight-of-W ay fo r Phase 2 o f this project
are fully funded. Total estim ated costs are as follow s for Phase 2:
Prelim inary E n gin eering = $ 2 2 0 ,0 0 0 ; R igh t-of-W ay = $ 8 2 0 ,0 0 0 ;
C o nstruction = $ 2 ,4 8 0 ,0 0 0 . Fun d in g partners include the Public
W orks Board and m ay include the Federal H igh w ay A dm inistration
(STP funding) and the Tra nsportation Im provem ent Board.
The w ork to be perform ed by the selected consulted is broken down
into three m ajor “s ta n d -a lo n e ” tasks:
1) Prelim inary engin ee ring phase will include, but not necessarily be
lim ited to, all e nvironm e ntal stu d ies, reports, p erm it ap plications
and docum entation, preparing and running an open house and Public
In v o lv e m e n t p ro c e s s e s , la n d s u rv e y in g fo r v a rio u s p u rp o s e s ,
preparation o f PS& Es, co ordinatio n w ith vario u s agencies involved
in th e approval p rocesses, an d o th e r p roject ta sks th a t m ay assist
the C ity o f C a m as to prepare fo r tim e ly obligation o f fed eral right-of-
w a y funds;
2) R ight-of-w ay phase se rvice s including, but not necessarily lim ited
to, plans p reparation, co o rd in a tio n o f ne ce ssa ry a p p ra isa ls and
a p p ra is a l re v ie w s , fa c ilita tin g a n d c o n d u c tin g m e e tin g s an d
co n ve rsa tio n s w ith p rop erty ow n ers, p re p a rin g legal d o cum e nts fo r
acquisition, title searches, file organization, and other various related
ta s k s to e n s u re fe d e ra l a c q u is itio n a n d re lo c a tio n re g u la to ry
com pliance;

3) Construction phase assistance with project m anagem ent including,
but not necessarily lim ited to, land surveying, construction stakin g
and m o n u m e n ta tio n , fu ll-tim e co n stru ction in sp e ctio n , o n -go in g
environm ental and cultural resource m onitoring, subm ittal reviews,
preparation of Daily Inspection R eports, pay notes, pay estim ate
preparation, breakdow n o f eligible fun d in g cost reim bursem ents for
va rio u s fu n d in g sources, certified payroll review s, verifica tion of
c o n tra c to r ’s e lig ib ility to p e rfo rm w o rk , D B E v e rific a tio n an d
d ocum entation, file preparation in accord ance with W S D O T form at
requirem ents, preparation o f “A s -b u ilt” draw ings, and oth er general
co nstruction records preparation as required by various fu n d in g
source s and the LAG M anual, utility coordination, and assistance
and coordination with various agencies, com panies, citizens, property
ow ners, and contractors.
SUBM ITTAL
S u b m itta ls should include the fo llo w in g inform ation: Firm nam e,
phone and fax num bers and em ail address; N am e o f Principal-in-
Charge and Project M anager and personnel proposed for this project;
and num ber of em ployees in each firm to be com m itted to the project.
S u b m itta ls will be evaluated and ranked based on the follo w in g
criteria:
1) Key available personnel = 15%;
2) Firm /team expe rien ce with F H W A -fund ed p roject p re lim in a ry
en gin ee rin g = 15%;
3) Firm/team experience with FHWA-funded project right-of-way = 15%;
4) Firm /team experience with FH W A-funded construction project
coordination and m an agem ent = 15%;
5) A b ility to m eet sche dule = 10%;
6) A pp roach to p roject = 10%;
7) Fam iliarity w ith relevant codes and stand ards = 10%;
8) Past p erform a nces/referen ces = 10%;
