nounced T uesday that he w ill not
allow the planned execution o f G ary
H augen o r any death row inm ate
w hile he is in office.
C alling the death penalty m orally
w rong and unjustly adm inistered,
K itzhaber said there w ould be no
executions during his term .
T he g overnor cited his con stitu ­
tional authority to grant a tem p o ­
rary reprieve for H augen. H e said
his decision on stopping all ex ecu ­
tions w as because the death p en ­
alty is not handed dow n fairly w ith
som e inm ates on death row fo r
crim es sim ilar to those w ho are serv­
ing life sentences.
