He transferred to the Police B ureau in 1994, w orking his w ay up to b e com e captain o f the D rugs and V ice D ivision and later C entral Precinct com m ander. Earlier this year, he was m ade co m m an d er o f the East Pre cinct, the largest o f the three police precincts. At a press conference last w eek, he said that under his leadership the bureau w ould engage the co m m u nity and en courage officers to take a m ore “ holistic ap p ro ach ” to their jo b s that involves m ore than ju st locking people up. “ Y ou try to look for creative so lutions that d o n ’t require law e n fo rcem en t,” he said. H o w ev er, D an H an d elm an o f P ortland C opw atch said that R eese o v ersaw several p ractices w hile co m m an d er at C entral Precinct that give him pause. “T he problem is w e ’ve got this rickety old bus, and changing d riv ers is n ’t going to change th at,” he said o f the new chief. H e points out that w hile c o m m an d er o f C entral Precinct R eese favored the controversial “ S it/L ie” ordinance that m ade it illegal to sit or lie on sidew alks, and w as seen by c ritic s as- c r im in a liz in g h o m e le ssn ess. » Handelm an said that after the ordi nance w as ruled unconstitutional, the police began using new tactics to target people deem ed a nuisance by the business com m unity. Police be gan conducting undercover stings to nab people on m inor infractions like littering, in hopes o f charging them with m ore serious offences, like possession o f drugs, a practice that troubles H andelm an. R eese also m ost likely signed o ff on a controversial list kept by the city on frequent offenders w ho w ere targeted fo r different treatm ent, said H andelm an. T he new chief, w ho lives in south w est Portland, also plays in a band, “ U su a l S u s p e c ts ” , w ith M ik e K uykendall, the v ice-president o f the P o rtlan d B u sin ess A llian ce, w hich has been the driving force behind the sit/lie ordinance. “ Y eah, I think th a t’s som ething to b e w o r r ie d a b o u t ,” s a id H andelm an, w ho w orries about the closeness of. the two. D uring a press conference on M onday, sponsored by the A lbina M inisterial A lliance, a coalition o f black churches, Rev. Leroy H aynes, vice president o f the alliance, said that his gro u p w as d isap p o in ted that the m ay o r did not solicit m ore public input on such an im portant d ecision. H e did note that the A M A w as eag er to w ork w ith the new chief. H o w ev er, o th e rs lik e V alerie C hapm an, the pastoral ad m in istra to r at St. F rancis, is op tim istic about R e e se . L ate last fall, several uniform ed p o lic e o ffic e rs b a rg e d in to the c h u rc h e ’s dining hall accom panied by a television crew from the show “ C o p s” looking for a suspect. The dining hall w as co n sid ered a sanc tuary for dow n-and-out populations often distrustful o f law enforcem ent, and there w as a deep sense o f v io lation at the church, said C hapm an. Reese, then com m ander at Central Precinct, paid a visit to the dining hall in plain clothes w ith a captain to talk about the incident w eeks later, said C hapm an, and im m ediately apolo gized for the incident. T he discus sion with diners turned to other is sues, like w here to cam p and previ ous interactions with police. “ I think they felt h eard ,” said C hapm an. “It w as a nice en d in g .”
