tion has a deliberate strategy of
abusing terror suspects during in
terrogations, according to an an
nual report on the treatm ent of
people in more than 70countries by
Human Rights Watch.
The hum an rights group based
its conclusions m ostly on state

ficials in the past year, and said

degrading interrogation methods
were forbidden for all U.S. person
nel at hom e and abroad. She pro
vided little detail, however, about
w hich practices were banned and
other specifics.
In a separate report, the organi
zation strongly criticized three in
surgent groups in Iraq - al-Q aida,
A nsar al-Sunna and the Islamic
Army - for targeting civilians with
car bombs and suicide bom bers in
m osques, markets, bus stations.

abuses "took place in the context o f
the U .S.-led invasion o f Iraq and
the ensuing m ilitary occupation
that resulted in tens o f thousands
o f civilian deaths and sparked the
em ergence o f insurgent groups."

T he W heatleys had lived in the
neighborhood for more than 10
years but had decided to sell the
hom e them selves. T he suspects
stole a num ber o f items from the
house, including a black and white
television set, credit cards and their
vehicle.
T he credit cards w ere used ex
tensively prior to their bodies b e
ing discovered. The W heatley’s
vehicle was recovered several days
lateral the Jantzen Beach shopping
center.
Police are currently aw aiting re
sults o f the new testing, hoping for
a break in the case.

two-time bank robber who threat
ens bank em ployees with a weapon.
The most recent robbery hap
pened Jan. 18 at approxim ately
I 1:45 a.m. at the M Bank at I29ON.E.
Burnside Rd. in Gresham
Officials said he dem anded cash
and pointed a black-colored hand
gun at the teller. No one was in
jured. He was last seen leaving the
bank on foot headed westbound
on Southeast Division St.
The earlier robbery happened at
a Gresham Wells Fargo branch on
Nov 28. In this incident, the robber
also displayed a weapon. In both
eases, he left the bank with an un
disclosed amount of cash.
W itnesses describe the suspect
as a white man in his mid 50s toearly
60s. about six feet, tw o inches tall,
with a heavy build, possibly 250-
300 pounds, with gray hair and a
gray beard. He was wearing a green
army-like jacket with dark pants and
dark mirrored sunglasses.
