REQUEST FOR PROPOSALS The City of Portland, Bureau of
Human Resources requests proposals from firms, team s or
individuals with demonstrated experience developing curriculum
and tra in in g m ate ria ls to design a C u ltu ra lly C o m pe te n t
M anagement Certificate training program for managers and
supervisors of the City of Portland. The scope of work also includes
development and administration of a train-the-trainers program
to prepare City staff to conduct the training. The Request for
Proposals may be obtained from the City of Portland website at:

A NON-MANDATORY Pre-submittal meeting has been scheduled
for August 16, 2005 at 1:30 PM at the Portland Building, 12th
Floor, Hawthorne Room, 1120 SW Fifth Avenue, Portland, OR.
Proposals shall be reviewed by an evaluation com m ittee in
accordance with Chapter 5.68 of the City Code. Proposers shall
com ply with the C ity's M /W /ESB and Equal Em ploym ent
Opportunity Programs. The City of Portland is com mitted to
in cre a sin g c o n tra ctin g, su b -co n tra c tin g and e m ploym e n t
opportunities for minority, women and emerging small businesses.
Proposers are required to evaluate project requirem ents to
maximize use of M/W/ESB firms. Proposers are encouraged to
conduct pre-submittal conferences and are advised to investigate
all potential sources of M/W/ESB and maximize outreach to
increase participation. Attention is called to Chapter 3.100 of
the City Code relative to certification as an Equal Employment

Humanitarian, Community Leader Dies

G od for Rev. V ictor R. Brown, a
loved hum anitarian and com m unity
leader w ho helped im prove the
quality o f life for m any people. He
died Aug. I at the age o f 76.
He w as a loving husband, su p
porting father and faithful child o f
G od. His steadfast faith touched
m any lives and rem ains a living
testim ony for all that knew him.

from Pow ell Point High School in
K endelton and he receiv ed his

Sam Joel.
His sons V ictor Jr. and David
preceded him in death. Survivors
include his beloved wife and three
children; three grandchildren and
two great grandchildren; tw o broth
ers, Rev. O tis Brow n and Roscoe
Brown; four sisters, C harlene Nix,
Q uincie H unter, Florean G reer and
Flora Sm ith; an uncle, aunt, a host o f
nieces and nephew s and cousins,
the C om m unity Church o f G od fam
ily, and extended family and friends.
