o f the link that Congress has estab­
lished between progress on rights
protection and full funding of U.S.

clear when the next certification of
rights progress in Colombia is due.
The United States has given Co­
lombia about $2.5 billion in anti-drug
aid overfouryears, mostly tobuy, fly
and maintain helicopters and spray
planes. The helicopters are used on
drug-fighting missions, such as pro­
tecting spray planes that fumigate
fields of coca and opium.
