A new patio and arbor highlight the entrance to a revamped community center complete with kitchen, computers and recreational space at the renovated Park Terrace Apartments. The remodeling by Portland Community Reinvestment Initiatives, Inc. (PCRI) won an Oregon Housing and Community Services award for preserving long-term affordable housing for area residents. continued from Metro old residents with new ones, tied in part to new public investment in housing stocks. A num ber o f new and re vam ped ow ner-occupied hom es brought positive changes to the area, but many existing area resi dents w ere unable to see the benefits o f these changes b e cause they w ere forced out by skyrocketing housing costs. “The preservation of Park Ter race by PCRI ensures that Park Terrace residents can afford to stay and enjoy the benefits that new public investment and private in vestment bring to their neighbor hood,” said Ian Slingerland, execu tive director of the Community Al liance of tenants. PCRI had a primary goal o f pre serving the long-standing afford able housing project and avoiding displacement of the residents, 15 percent o f whom have lived at Park Terrace for 15 years or more. Many o f the residents are 55 years o f age or older, living on a fixed income with very little physical or economic ability to respond to the rising hous ing market, according to PCRI in siders. The entire renovation, which involved fouryearsof negotiations, rehabilitation and new construc tion, was completed on schedule and under budget.
