individuals for assistance completing an upgrade from PeopleSoft
Financials 7.02 E&G to 8.4 SP1 (RFP 04-1098-FAS/IT). The
database platform for this application is Oracle, version 8.17.2.1
running on HPUX 11.11.
Proposals, (one original and four copies) must be enclosed in a
sealed envelope and mailed or delivered to the Metro Regional
Center located at 600 NE Grand, Portland, Oregon 97232-2736,
Purchasing and Contracts Division, Attn. Cinna'Mon Williams, with
the RFP number, closing date, and vendor return address clearly
visible on the envelope b y 3 a w - M a y H , 2 0 0 4 . No faxes
or emails will be accepted.

All information submitted by Proposers shall become public record
and will be subject to disclosure under the Oregon Public Records
Act, except those portions of the proposals for which Proposers

Each proposal must be submitted in a form as described in this
proposal document.
All proposals must conform to the RFP form at and be complete
including the use of any required forms. Metro may accept or
reject any or all bids, in whole or in part, or waive irregularities not
affecting substantial rights if such action is deemed in the public
interest.

ABATEMENT AT CENTENNIAL MILL
The PO RTLAND D EVELO PM ENT C O M M IS S IO N (C O M M IS S IO N )
will receive sealed bids in writing at the Commission's office located
at 1900 SW Fourth Avenue, Suite 7000, Portland, Oregon 97201-
5304 for abatement at Centennial Mill, which includes, but is not
limited to removal and disposal of asbestos-containing materials
and pesticide-contaminated wood, located at 1362 NW Naito
Parkway, Portland, until the deadline of 2:00 p.m. Pacific Daylight
Time (PDT) on Tuesday, May 25,2004 ("Bid Deadline”), after which
tim e bids will not be received. All bids will be publicly opened and
read aloud at the Comm ission's Office immediately after the time
of the Bid Deadline.
All work shall be performed in accordance with the provisions of
the Contract Documents contained or referenced in the Project
Manual now available at the Comm ission's office by payment of a
non-refundable deposit of $20.00. (Gerhard Taeubel, 503-823-
3688). Bids should be directed to Linda Naumcheff, Construction
Services Coordinator. A m a n d a to ry p re -b id c o n fe re n c e and
jobsite tour will be held at 9:30 a.m. on Tuesday, May 11, 2004
and all parties shall meet at 1362 NW Naito Parkway, Portland.
The Commission may reject any bid not in compliance with all
prescribed public bidding procedures and requirements, and may
reject for good cause any or all bids upon a finding of the Commission
that it is in the public interest to do so.
The Commission is committed to acting affirmatively to encourage
and facilitate the participation of Emerging Small Businesses (ESB),
M inority Business Enterprises (M BE), and W om en Business
Enterprises (WBE) in the Comm ission’s projects and operations.
Bidders must com ply with established goals and/or good faith
efforts in this project as required in the Project Manual. Bidders
must also com m it to comply with the Com m ission’s requirements
