PORTLAND STREETCAR PROJECT
Bid Date: Bids to be recolved no later than 3:00 PM
September 26, 2003. The bid opening will not bo public
but bid results will be published to all bidders within 5
business days of the bid opening. Bids will be recolved at
S te lla r J. C orporation, on b eh alf of th e W oodland
Community Services Center, at 1395 Down River Drive,
Woodland, WA 98674.
PLANS AND SPECIFICATION AVAILABLE: Electronic format
plans are available at no cost.
Printed plans and contact documents require advance payment
of $15.00.
Scope of Work:
1. Rough and finish grade approximately 19 ,00 0 sq. f t parking area.
2. Place base and top course to finished subgrade.
3. Provide paving services for 2" asphalt.
4.
Install catch basins to existing drainage.
5.
Provide design and Installation of striping for parking lot.
6. Install 1 20 feet of curb and gutter.
7. Install sidewalk.
Special Notes:
The project is subject to Federal Davis Bacon wage rate provisions,
affirmative action programs, equal opportunity requirements, and
other federal labor standards as described in the attached. This
project is financed though the Community Development Block
Grant Program with funds obtained from the U.S. Department of
Housing and Urban Development. The contract will be subject to
regulations of the Departments Labor and Housing and Urban
Development. Attention is called to Federal provisions for Equal
Employment Opportunity, HUD Section 3 requirement, and the
minimum wages as set forth in contract documents.
As this contract is expected to be less than $25,000. no bid bond
is required. However, a performance bond and a materials payment
bond will be required by the successful bidder nam ing the
Woodland Community Service Center and the Clark County as
joint obliges on the bond forms as provided by the surety. This
contract cannot be awarded to any contractor on HUD’s list of
debarred or suspended contractors.
A pre construction conference will be held for general contractor
and subcontractors prior to commencement of the work. CDBG
staff will provide form s and review HUD requirement at that
preconstruction conference. Site visits can be arranged by
contacting Bob Kinghorn at the address below. However, the site
is available for inspection at anytim e.

Oregon State University Gill Annex
Request for Qualifications
Oregon State University (OSU) is seeking qualifications from
General Contractors interested in providing construction services
for the OSU Gill Annex project. The annex is a stand-alone building
sited 90 feet west of Gill Coliseum. The site is currently developed
as a surface parking lot. The exterior of the building will be
constructed of structural brick, metal panels and glazing. The roof
will be standing seam metal roof. New parking will be developed
as part of the project north and east of the building. The parking
area is designed as an auto court and will be constructed of
permeable concrete pavers and asphalt. The parking area and
pedestrian courtyard will be landscaped in a sustainable manner
with native, low-maintenance plants.
The qualifications responses will be used to develop a “short list"
of three to five firms who will be invited to participate in bidding on
the project.

for the expansion of the Portland Streetcar system. Preconstruction
and construction services are being solicited for extension of the
current Portland Streetcar system in three phases: Phase 3a, a
0.6-mile extension from Portland State University to RiverPlace;
Phase 3b, a 0.6-mile extension from RiverPlace to the vicinity of
SW Gibbs Street; and Phase 3c, a 0.4-mile
extension south of SW Gibbs. Completion of final design and
construction of Phase 3a are expected to proceed immediately
after selection of the CM/GC. The schedules for Phases 3b and
3c are presently indefinite.
A mandatory pre-proposal meeting is scheduled for 2:00 p.m.
