Portland Community College LA Police Need New Ethic, Study Says (A P)— The Los Angeles Police Department needs to adopt a new professional ethic in its officer train ing programs to improve police performance in the field, a study released Thursday suggests. The nonprofit research group Rand Corp., which conducted the study for the city, also recom mended improving use-of-force, search-and-seizure and arrest pro- cedures. “The LAPD does not success fully communicate a unified mes sage to its officers, which creates a dangerous vacuum that individu als fill with their own interpreta tions o f proper behavior,” wrote study author Russell Glenn.
