RFP Title: Contractor Technical Assistance
The Housing Authority of Portland (HAP) seeks proposals from
qualified firm s or team s with dem onstrated experience in
providing business and technical assistance to minority-owned,
woman-owned, disadvantaged and emerging small businesses
as well as HAP Resident-owned businesses. HAP wishes to contract
with such for the following professional services:
• Assisting D/M/W/ESB and HAP Resident-owned businesses in
improved business operations;
• A s se s sin g b u sin ess needs and p ro vid in g re so u rce s to
businesses;
• Assistance in understanding bidding requirements and bid
estimating; a
• Assistance in understanding applicable construction law;
• P roviding technical assistance to HAP con tractors when
significant issues arise on specific projects.
• Assist HAP in promoting projects to qualified D/M/W/ESB and
HAP Resident-owned businesses.
• Assisting start up resident businesses.
Construction and construction related contracts will be the primary
focus, however the chosen firm must also have the capacity to
provide technical assistance and outreach to HAP Resident- owned
firms in non-construction industries, such as, but not limited to,
food service and transportation.
These services will be required to support the Columbia Villa HOPE
VI Renovation project as well as other HAP projects. The contract
cost is estimated at roughly $50,000.
