The measure of society is based upon its willingness to provide the basic needs for all.” Measure 23 ensures access to afford able quality health care for all Oregon residents through a comprehensive in surance plan providing payment for medi cally necessary health services. As of Sept. 30, Kaiser Permanente North west, PacifiCare of Oregon, Pacificsource Health Plans, ODS Health Plans, and Blue Cross Blue Shields of Oregon, the biggest players in Oregon’s health insurance and health care industry, had each contrib uted $50,000 or more to defeat Measure 23. These opponents of universal health care have smeared Measure 23’s support ers with an un-American, McCarthyite, red-baiting attack The ploy is to confuse voters by comparing “socialized health insurance” with “socialized medicine.” The ploy has been used before. As a U.S. senator, former President George Bush voted against Medi care as being “socialized medicine.” In fact, Medicare is “socialized health insurance” run by the U.S. government. * Of all the forms of injustice, inequality of health care is the most shocking and the most inhumane. - Dr. Martin Luther King Jr. True examples of “socialized medicine” are the world-famous National Naval Medical Center in Bethesda. Md., employing U.S. Navy doctors, and the new Indian Health Service Hospital, in Fairbanks, Alaska, employing U.S. Public Health Service doc tors. The hard fact is that under our capitalist system, 423,000 Oregonians, including 70.000children, have no health insurance. I believe that Dr. Martin Luther King Jr. would have supported Measure 23. “ If we are to achieve a real equality, the U.S. will have to adopt a modified form of socialism,” King wrote in 1965 while in jail in Selma. Ala. Vote “yes” on Ballot Measure 23. Walt Brown, a retired U.S. Navy JAG Corps com mander, is a longtime advocate o f universal health insurance. He o rigin ally jo in e d the NAACP in 1949 and serves on the steering committee o f Health Care f o r All-Oregon. Brown also serves as C hair Em eri tus, Socialist Party o f Oregon.
