Carter to Leave Urban League Post S ta te S e n . M argaret Carter State Sen. M argaret Carter announced last w eek that she will leave her position as Presi dent o f the U rban League o f Portland this coining O ctober. “It has been a joy and a privi lege to lead the U rban League for the last tw o and a half years,” PCC President Moves Up National Board C a r te r sa id . “N ow the league is in the position to m ove forward in creative, new directions and it is the perfect time for a new leader ship to take us to the next level.” C a r te r w as n a m e d a c tin g president of the U rban League in N ovem ber 1999 a n d w as a p pointed to the po s itio n p e r m a nently six months later. B a ru ti L. A rtharee, chair man o f the local U rban L eague’s board o f d irec tors, said the board accepted C arter’s resignation “with re luctance and with great appre ciation for the w onderful job she had done.” Artharee said the board would begin a process in the near fu ture to hire a new president. Before assuming the presi dency at PCC last year, Carreon was superintendent/president of the Rio Hondo Community Col lege District and president of Ventura College, both in Califor nia. Prior to focusing on his career in education, he managed a fam ily-owned construction business. Carreon, a resident of Lake Oswego, has extensive experi ence, both as an educator and in the private sector. He received his a s s o c ia te ’s d e g re e from Grossmont College in San Diego, and then completed his bachelor’s degree at San Diego State and a master’s degree from the Univer sity of California, Irvine. He earned his doctoral degree in education from the University of Southern J e s u s “J e s s ” Carreon Portland Community College President Jesus “Jess” Carreon is moving up on a national board for community colleges. Carreon has been selected chair-elect of the American As sociation of Community Col leges board. He will assume the position July 1 and will become chair of the national board July 1,2003. Abortion Activists Lose Portland Case ■ get unlimited local calling between plan members (AP) — A federal appeals court, reversing its own deci sion, has ruled that anti-abor tion activists who created Wild West-style posters and a Web site targeting abortion doctors are liable because their works were illegal threats and not free speech. But the sharply divided 9th U.S. Circuit Court of A p peals, while calling the works “a true th reat,” ordered a federal judge in Portland to reduce the $108.5 m illion in p u n itiv e d a m a g e s a ju ry awarded to four abortion doc tors and two clinics who sued a dozen abortion foes. The 6-5 ruling Thursday re verses the circuit’s March 2001 decision in the case and up holds a 1994 federal law that makes it illegal to incite vio lence and threaten abortion doctors. “I think it says for the abor tion and non-abortion commu nity, if you threaten to kill some body, the law is not going to protect you and the First Amendment is not going to protect you,” said Maria Vullo, an attorney for Planned Par enthood. Planned Parenthood, an abortion provider, and the doc tors were portrayed on Old West-style “wanted” posters passed out at rallies and on a W eb site c a lle d the “N urem berg F iles,” which listed abortion p ro v id e rs’ names and addresses and de clared them guilty of crimes against humanity. A federal judge and the Port land jury found in 1999 that the Web site and some of the post ers were “true threats to kill” because the abortion doctors were being torm ented and three of them murdered.
