He added that officials w ere m aking progress on a border security accord with M exico sim i lar to one reached w ith C anada in December. H eavy traffic at b o rd er cro ss ings has hurt businesses both in M exico and the U nited States, and R idge called for a new plan that w ould use technology to clear goods in factories, rail yards and seaports instead o f w aiting until they reach the border. He said custom s officials w ere also looking at the p ossibility o f s c re e n in g a n d p re -a p p ro v in g cargo and people, giving them a “fast lane” across the border. Still, Ridge said M exico’s drug and m igrant sm ugglers created challenges that w ould be difficult to overcom e. C om m erce has tripled along the U .S.-M exican border since the start o f the N orth A m erican Free T rade A greem ent in 1994, and R idge said both M exico and the U nited States are n ’t happy with how the border is m anaged today. He said he will continue to push for consolidating agencies that m anage the border — like cus tom s and im m igration services — d e sp ite stro n g o p p o sitio n in W ashington. Ridge said F o x ’s governm ent has been responsive to U.S. needs, sharing “unprec edented" am ounts o f inform ation w ith its A m erican counterparts. Minorities Have Trouble Communicating with Doctors (A P )— Hispanics, A sians and blacks are m ore likely than w hites to have d if ficulty com m unicating with doctors and accessing health care, a study says. M inorities believed they w ould re ceive b etter care if they w ere o fa differ ent race, according to the survey re leased by the C om m onw ealth Fund, a private N ew Y ork-based health research foundation. “For alm ost every m easure o f quality, there is a sharp division betw een the health care experiences o f w hite and minority A m ericans,” said K aren Davis, the g ro u p ’s president. “A s our popula tion grow s m ore diverse, these findings send a clear w arning that the health care quality divide is in danger o f turning into a gulf.” H ispanics, the n atio n ’s fastest- growing mi nori ty, were more than twice as likely as w h ites— 33 percent vs. 16 percent— to cite communication prob lem s, such as failing to understand the doctor or feeling the doctor did not listen to them . T w enty-seven percent o f Asians and 23 percent o f black people said they have experienced sim ilar co m m unication difficulties. A ccess to language interpreters also w as limited. A m ongnon-E nglish speakers w ho said they needed inter preters during a health care visit, fewer than h a lf said they alw ays or usually had one. The survey w as taken by Princeton S urvey R esearch A ssociates from April to N ovem ber last year. Research ers conducted telephone interview s w ith random nationally representa tive sam ple o f 6,722 people age 18 and older. The sam ple included 3,488 w hites, 1,153 Hispanics, 1,037 blacks an(l 669 Asians. The error m argin for the total sam ple is plus or m inus 1.5 percentage points, larger for su b groups. O ne in six blacks, one in seven H ispanics and one in 10 A sians said they felt they w ould receive better health care if they w ere o f a different race. O nly one percent o f w hites felt that way. -jBoth blacks and w hites reported getting m ore preventive care than His panics and Asians. For i nstance, am ong those age 50 and older, 18 percent o f H ispanics and 16 percent o f A sians said they had been screened for colon cancer in the past year. A m ong blacks, 31 percent said they had been screened, and 28 percent o f w hites said they had been screened.
